O artigo analisa as reformas educacionais ocorridas na América Latina, na década de 90, com o objetivo de dar indicações sobre como opera a regionalização no plano da cultura e das instituições e sobre os conteúdos desses processos macros, independentemente das variações nacionais e locais. Efetua também um balanço dos objetivos expressos por esses conteúdos após uma década de reformas educacionais na região. Embora o trabalho focalize o nível regional, a análise se apóia nas ações no nível nacional, uma vez que elas são estruturadas pelas políticas nacionais e, portanto, ocorrem dentro de um espaço definido por essas políticas, a Nação.

The article analyzes educational reforms in Latin America in the 1990s to give indications of how regionalization operates on the cultural and institutional plane and of the contents of this macro process, independently of local and national variations. It also takes stock of the objectives expressed by content after a decade of educational reform in the region. Even though the article focuses on the regional level, the analysis is supported in national level activities, since they are structured by policies which define the arena of the nation.

O artigo analisa as dificuldades e os conflitos políticos que afetam o delineamento e os processos de implementação das reformas sociais na América Latina, focalizando em especial as áreas de educação e da saúde. Descreve problemas de execução e conseqüências institucionais das mudanças propostas, modos de gestão, formas de interação e tensões entre os diferentes grupos de interesse envolvidos. A análise baseia-se em resultados de estudos de caso realizados entre 1998 e 1999, no âmbito do Programa Reformas Sociais em Educação e Saúde na América Latina, patrocinado pelo BID e pelo CIID, do Canadá e coordenado pelo Cide e pelo llades, do Chile.

The article analyzes the difficulties and political conflicts that affect the processes of defining and implementing social reforms in Latin America, focussing especially on education and health. It describes problems in execution and the institutional consequences of the proposed changes, management styles, forms of interactions and tensions among the different interest groups involved. The analysis is based on the results of case studies from1998 and 1999 in the Program for Social Reforms in Education and Health in Latin America sponsored by the IDB, the ICRD of Canada and coordinated by the CIDE and llades of Chile.

O texto sintetiza e discute as principais constatações de estado da arte realizado sobre o tema no Brasil, tendo utilizado como fontes artigos publicados em dez dos principais periódicos da área na década de 90. Examina pressupostos e modelos de avaliação, estudos empíricos e documentais que envolvem a avaliação na escola e da própria escola, detém-se na avaliação de sistema e, ainda, de políticas e programas educacionais.

This article summarizes and discusses the main findings of a state of art regarding evaluation on brazilian basic school. It uses as sources articles published in ten of the main journals on education, examining the presuppositions and models for evaluation, empirical and documental studies about evaluation in the school and of the school as well as policies and programs evaluation on the field. It also analyses questions related to the introduction of assessment indicators in the country.

Após termos apresentado reflexões sobre as relações entre as virtudes e a moral e entre polidez e o desenvolvimento moral, apresentamos quatro pesquisas empíricas com crianças de 6, 9 e 12 anos para responder às seguintes perguntas: 1) A polidez faz parte do universo moral da criança? 2) A polidez já é vista pela criança pequena na sua especificidade em relação às regras propriamente morais? Os dados mostram que: 1) a polidez pertence ao universo moral das crianças de 6 a 12 anos, mas com a peculiaridade de sua falta não merecer castigo; 2) que a falta de polidez é, para as crianças de 6 anos, um indício para se julgar o caráter moral de uma pessoa e deixa de sê-lo para as crianças de 12 anos, com uma fase de transição aos 9 anos e 3) que a falta de polidez é vista como conduta de uma certa gravidade nas três faixas etárias. Terminamos o texto com considerações teóricas que procuram mostrar a relevância de uma educação moral que não despreze a polidez.

This text starts with reflections about the relationship between virtues and morality, and between politeness and the moral development. Then, we present and discuss four studies involving 6, 9 and 12-years old children in an attempt to find an empirical answer to the following questions: 1) Does politeness belong to the child's moral universe? 2) Is politeness already seen by young children in its specificity as regards moral rules? Our data show that 1) Politeness does belong to the moral universe of 6 to 12-years old children, but with a peculiarity: its lack is not liable to punishment; 2) The absence or presence of politeness is, for the 6-years old child, a sign of the moral character of the person and 3) The lack of politeness is seen as quite a serious fault by the majority of our subjects. We close our paper with some theoretical considerations about the place of politeness in young children's moral education.

Este artigo pretende apresentar os resultados da análise das concepções de aprendizagem construídas por uma alfabetizadora da rede pública, durante sua formação acadêmica e sua prática pedagógica. Utilizando abordagem etnográfica, dados foram levantados mediante observações em sala de aula (e seus respectivos diários de campos), entrevistas gravadas, relatórios e anotações pessoais da docente. Chegou-se à conclusão de que essa alfabetizadora fundamentou suas práticas em teorias diversas, principalmente em pressupostos psicogenéticos, mas apoiou-se também em alguns aspectos básicos do Behaviorismo e do Humanismo, postura que lhe possibilitou ter uma prática bem-sucedida.

The aim of this article is to present the results of the analysis of the learning concepts built by a public school teacher, throughout her academic preparation and her pedagogical practices. Using an ethnographic approach, the data were collected through observation of routine classroom practices (and their respective field diaries), recorded interviews and the teacher's own written reports. The results of the analysis suggested that this teacher has based her daily practices on genetic foundations, but she has also searched for behaviorist and humanist concepts which allowed her to have an effective practice.

Este trabalho expõe uma pesquisa descritiva realizada em 1998 com professores de Educação Artística que atuam na educação básica do município de Feira de Santana, na Bahia. Conhecer esses professores e a sua prática cotidiana foram os objetivos propostos por esta pesquisa. Por meio de formulários com itens abertos e fechados, levantaram-se dados sobre a formação, tanto inicial quanto permanente, suas condições e concepções de trabalho. Evidenciaram-se a falta de formação específica dos profissionais, as precárias condições de carreira e trabalho bem como ambigüidades apresentadas nas concepções de arte analisadas. O trabalho discute também a formação permanente desse professor como ação cultural a fim de se democratizar o acesso à arte.

This article presents the results of a research realized with Art teachers who works with basic education in the city of Feira de Santana (BA). The research collected data about the initial and permanent formation of the Bahia's teachers, work conditions and Art's conceptions with a set of questions requiring specific answers and open-ended as well, during the period between March and December of 1998. They evidenced those teachers' not specific formation, the faulty aspects of the initial formation, the precarious career conditions and work, besides ambiguous conceptions on the Art teaching. The researches discussed the permanent formation of those teachers, as cultural action, so that is possible the development of a work that democratizes the access to the Art without restriction to any space or private human group.

Este trabalho teve por objetivo investigar a caracterização do "erro educacional fundamental", com base na distinção entre a moralidade do dever e a da aspiração.Participaram como sujeitos 120 crianças da pré-escola e da 4ª série do ensino fundamental, de ambos os sexos e de diferentes classes sociais. Como instrumento de análise, foram utilizadas seis histórias: duas do domínio moral, duas do pró-social e duas do acadêmico. Foi feita análise das previsões das "reações dos professores" em relação aos personagens transgressores e cumpridores de uma norma e das "reações emocionais dos personagens transgressores". Os resultados evidenciam que houve diferença significativa nas respostas para "as reações dos professores", em relação à idade (domínio pró-social e acadêmico) e ao sexo (domínio acadêmico). Quanto à análise das "reações emocionais dos personagens transgressores", verificou-se que a idade influenciou expressivamente as respostas no domínio pró-social. Finalmente foram discutidas implicações teóricas e educacionais dos resultados.

This article intends to investigate the characterization of "the fundamental educational error" based on the moral distinction between duty and aspiration. One hundred and twenty children from pre-school and from the fourth grade of elementary school, from both sexes and different social classes participated. As an instrument of analysis, six histories, two from the moral, two from the pro-social and two from the academic domain were used. The analysis was done for predictions of "teachers' reactions" in relation to transgressors and fulfillers of the norms as well as for the "the emotional reactions of the transgressors". Results obtained showed a significant difference by age and sex in responses predicting "teachers' reaction" related to the prosocial and academic domains. In analyzing the "emotional reaction of the transgressors" it was possible to verify that age significantly influenced the answers in the prosocial domain. Finally the theoretical and educational implications of the results are discussed.

Com o intuito de contribuir para a utilização de análise documental em pesquisa, este texto apresenta o processo de uma investigação que objetivou compreender as relações entre psicologia e educação, no contexto sócio-histórico brasileiro, entre as décadas de 50 e 80. Partindo de uma autora cuja relevância na história recente se deve, especialmente, à criação de uma proposta de alfabetização, o Programa Alfa, foram pesquisadas as intersecções entre produção teórica da psicologia e atividade prática em educação. São descritos os instrumentos e meios de realização da análise de conteúdo, apontando o percurso em que as decisões foram sendo tomadas quanto às técnicas de manuseio dos documentos: desde a organização e classificação do material até a elaboração das categorias de análise. A perspectiva historiográfica adotada nesse estudo procurou superar a dicotomia entre as abordagens internalista e externalista da história das ciências, propiciando compreender o âmbito sócio-histórico em que se constituiu a referida produção científica.

With intention to contribute for the use of the documentary analysis in research, this text presents the process of execution of an inquiry that aimed at to understand the relationships between psychology and education, into the context of the workmanship of an author - whose relevance in recent history is owing, especially, to the creation of a literacy proposal, the Programa Alfa - it was investigated the interchange between theoretical production from psychology and practical activity in education. The instruments and ways of accomplishment of the content analysis are described, pointing the course in that the decisions went being taken in relation to the handling techniques with the documents: from the organization and classification of the material until the elaboration of the categories of analysis. In this study it was adopted a perspective of the historiography that tried to overcome the dichotomy between the approaches internal and external of the history of sciences, propitiating to understand the partner-historical ambit in that was constituted the cited scientific production.

Neste artigo são apresentados e discutidos alguns importantes conceitos da teoria do discurso de Michel Foucault, especialmente os conceitos de enunciado, prática discursiva, sujeito e heterogeneidade do discurso. A partir do referencial foucaultiano, explicita-se a íntima relação entre discurso e poder, bem como as várias e complexas formas de investigar as "coisas ditas". O objetivo é mostrar a produtiva contribuição desse referencial teórico e metodológico para as pesquisas em educação, nas quais que se pretende "analisar discursos".

In this paper, I present and discuss some important concepts from Michel Foucault's theory of discourse, specially the concepts of statement, discoursive practice, subject and discoursive heterogeneity. From this theoretical reference, I explain the intimate relation between discourse and power, as well as several and complex forms to investigate "expressed things". The aim is to indicate productive contribution of this theoretical and methodological reference to educacional researches which intend to "analyze discourses".

Este texto faz parte de uma série de ensaios escritos no âmbito do Projeto Inovações Educacionais na América Latina, desenvolvido pela Unesco com diferentes países da região. Tais ensaios representam um esforço para lançar luz sobre diferentes significados que podem ser atribuídos ao conceito de inovação, de modo que possibilite que os grupos envolvidos com a temática estabeleçam, mediante consenso, um conjunto de referências teóricas capazes de balizar a escolha e a análise das experiências que sinalizam efetivas modificações nas práticas educativas.

This is part of a serie of essays written for the Educational Innovations Project developed by Unesco with different countries of the region. These essays attempt to shed light on the different meanings that can be attributed to the concept of innovation, in order to make possible for the groups involved with the theme to establish a group of theoretical references by consensus to serve as landmarks in the choice and analysis of experiences of effective change in educational practices.
