The poliarchies developed in the western world have been shaped by three different political traditions: the liberal, the republican and the democratic. The liberal and republican traditions foster horizontal accountability, a crucial feature of those poliarchies wich is not to be found in the new democracies. After discussing what this absence implies ways of generating horizontal accountability in the latter are suggested.

The idea that the Brazilian Constitution of 1988 has left untouched the institutional basis that defines the way the political system functions is refuted. It is argued that there are important changes, such as the growth of the legislative power of the President and the new mechanisms of control of parlamentary action available to party leaderships. A strong and well equiped Executive and disciplined parties form the emerging picture.

Tomando como referência a Assembléia Nacional Constituinte brasileira de 1987-88 os autores examinam uma questão que assinalam ser insuficientemente tratada na bibliografia: a da disciplina partidária em nações latino-americanas. Para isso faz uma distinção entre duas dimensões básicas: a econômica e a política. The authors make a comparative analysis of the power of corporative business representation in Brazil and Argentine. A distinction is made between two basic dimensions: the economic and the political. On this basis they are able to analyse the forms of internal organization of the associations and their relationships both with the state and with the micro-economic strategies of the enterprises.
