Poder local e gestão urbana: formulação de uma visão estratégica à dinâmica das cidades

This paper deals strategic management of contemporary cities. The city is a concrete, but also human, geographic object that projects a form of multipolar public power, although centralized in its own administration. Cities may represent both a local and a global power. Such a representation will depend upon the functions that in specific moments show a continuity of historical heritage or a re-structuration of the territory caused by the inclusion of the city in a multipolar model of production or in a model of global exchange markets. The city is a psychological unit that reflects the richness and the poverty of the social order and economic life. The management of a city is basically to deal with social demands that regard permanent redefinitions, innovations and design of strategies aiming to minimize the impacts of the dynamic of its own functions and exchanges over its power structure and its management capability. This paper analyzes the transformation of the environment of contemporary cities and its implications. In addition, it proposes new procedures for the strategic management of the cities in the beginning of the 21st century.
