Social movements and organizational analysis: exploring possibilities from the theory of frames and political opportunities

The aim of this work is to recover the debate on social movements and explore possibilities of organizational analysis from the theory of frames and political opportunities. For this, we discuss how the debates on social movements have produced several possibilities for analysis, which attempt to address a fundamental dichotomy in the field, the choice between "strategy" or "identity" as a focus of collective action. Among the alternatives formulated to overcome the dichotomy, there are theories and frames of political opportunities that together seek to rescue the cultural and political dimensions of social movements. To discuss the contribution of these theories in the fields of public administration, public policy and social management, we examine examples of empirical analysis that made use of this literature recently in Brazil. Although developed in other socio-political context, we believe that this approach has great theoretical and analytical potential can be tested in other reviews that seek to understand these dimensions of collective action in social movements in the Brazilian context.
