Um caminho para a inclusão digital: o programa GESAC

This work verifies if the program "Electronic Government Service of Attendance to the Citizen - GESAC (in Portuguese), established by Brazilian Federal Government has contributed for digital inclusion of the citizens in the state of Rio Grande do Norte. The GESAC is an initiative of universalization of internet access and intends to give benefits mainly to the poor population of the country. The investigation is characterized by an exploratory research. It is based on a field exploration on thirteen GESAC's installation in Rio Grande do Norte. The device of exploration was a set of open and closed questions applied to the coordinators of GESAC's installations. The resulting datum was submitted to a descriptive and a qualitative analysis. Their interpretation revealed the evidence that GESAC has given some benefits to the community by the access to the digital web. But also that: the requirements established by government to the installation of GESAC were not fully satisfied, the existence of few equipments, the absence of information about the services provided by the program and a negligent management of Communication Ministry which is responsible for GESAC
