The paper describes part of a research concerned with the planning of Information Systems (IS). The prioritisation of the IS is emphasised. Strategic factors and critical aspects of processes are taken into account to obtaining the priority of the modules of IS. The organisation strategic planning and the analysis of the business process are applied to set priorities for the whole IS. The priorities of the IS modules are established based on preference modelling using an additive value function. Finally a case study based on a design of a particular Information System (IS) is presented, including output result for the case study.
