The Hospital is supposed to serve as a link in the chain system of healthcare units, rendering the community global health services as a program of assistance with means of protection, recuperation, rehabilitation and hygienic enviroment. The enphasis on these above mentioned; was Brasil's attendance to the 32nd World Health Assembly in 1979, where Brazilian Delegation approved the document so called "FORMULATION OF STRATEGIES WITH A VIEW TO ATTAINING HEALTH FOR ALL IN THE YEAR 2000", assigning the commitment to provide the total portion of Brazil's population in order te adequate proper technical health assistance, economically feasible and socially fair. The hospital has its responsibilities accomplished to the goal "HEALTH FOR EVERYONE" and the continous development of its own human resources, which are the fundamental instruments for making the process of alteration of institucional novelty feasible, in order dto improve the rendering of health-care services.
It is desirable that this training should be given; within the context of the organizational structure, programmed, evaluated and continous in feasible time. The effects of a training program basically are in clear definition of the objectives to be attained and in the covering of all professional, occupational, executive and supervising categories of projects/activities, in the entire institutional hierarchy. The efficiency of NURSE training for primary realth-care assistance, at hospital level, depends directly on the teaching-learning experience provided by this unit, the program of which should contain as a whole, the primary level healthcare activities due to be rendered to the astricted population. In a regional system, the training of NURSES and other professionals, should be extended to the levels of rendering of realth-care following the course gone through by those clients demanding health services.
