Analysis of the Program for Access and Quality Improvement in Primary Care in Recife-PE

It is analyzed in this article the Improvement Program for Access and Quality Improvement in Primary Care in the municipality of Recife-PE, understanding and stating the context, the content, the process and the actors involved. The results of the context point to an existing political alignment between the federal and municipal governments, difficulties in the municipal election period and the underfinancing of the health sector. The content is based on the guarantee of expanding access and improving the quality of primary care. The actors cooperated to the implementation and feasibility of the program. Significant changes have been observed in the work of the teams. The elements assessed indicate a transforming potential of the program.
