Descentralização da política ambiental no Brasil

As part of the process of implementation of Brazilian National Environmental Policy, over the last two decades of the 20th century, decentralization has been adopted in a fragmentary, discontinuous and selective manner. During this period, Brazilian states and municipalities experienced different degrees of decentralization, provoking the need of central government coordination. The institutional vulnerability of several states and municipalities and the limited social capital, are relevant aspects to be considered in the formulation of effective environmental policies.
