This article deals with the influence of public actions on youth through the experience of evaluating the Citizen Youth Program of the State of São Paulo's government, developed by Fundação Seade. It emphasizes the influence of the process of the constitution of civil rights and the limits arisen from social practices of poverty segregation on the course of youth's demands.
