Abstract:
In this article it is analyzed the national policy for Local Production Arrangement (Arranjo Produtivo Local - APL) in the Workers' Party's (Partido dos Trabalhadores - PT) governments. The analysis is based on the qualitative investigation of governmental documents and bibliography data, and it shows that the public policy aims at mobilizing conditions to extend the capital boundaries, in its structural crisis, at the same time that APL structures itself as a strategical ideological apparatus directing to the coalition of regional social classes, thus covering-up the inequality with the charming idea of local development for everybody.
