Abstract:
This text deals with the counter reformation movement (restrictions of rights) concerning social welfare started in the 1990s and the proposals for its deepening, with the Proposed Constitutional Amendment - PEC nº 287/2016, in the face of the worsening structural crisis of capital, the growing (and questionable) public debt and the pressures of financial institutions (banks, pension funds, among others), on the State, in order to redirect as much as possible the public fund in its favor and other fractions of the big capital. It also discusses the possible social consequences of a probable approval of the referred PEC nº 287/ 2016.
