Brief history
|
Novos Estudos Cebrap (NEC) is an open access journal, free of charge, published since 1981 by the Brazilian Center for Analysis and Planning (Cebrap) with the objectives of presenting in-depth analyses of topics in the humanities, following the debate of ideas in the country, and contributing to the enrichment of discussions on a wide range of themes, from the visual arts to public policy. Its scope includes the areas of History, Political Science, Anthropology, Archaeology, Sociology, International Relations, Economics, Education, Public Policy, Philosophy, Law, Arts, Literature, and Linguistics. |
Open Access
|
This journal follows the Open Access model. It allows unrestricted virtual access to all published scientific texts. Open access is the condition in which the copyright holder of an academic work grants usage rights to third parties using an open license (Creative Commons Attribution, CC-BY), allowing immediate free access to the work and authorizing any user to read, download, copy, distribute, print, search, or link to the full texts of articles, track them for indexing, pass them as data to software, or use them for any other legal purpose. |
Compliance with Open Science
|
Novos Estudos Cebrap is committed to Open Science communication practices, such as: open access in the Diamond Open Access model; preprints as the start of the article production flow; transparent management of research data; availability of program codes and other materials underlying the articles; transparency and gradual openness of the manuscript evaluation process; public dissemination of research and interoperability with the global flow of scientific information and knowledge. Articles submitted for publication must be unpublished, in print or electronic media, except those made available in preprint repositories, and may not be submitted for evaluation in another journal simultaneously. During the submission, the author must complete and attach the Open Science Compliance Form, stating: (a) whether the manuscript is a preprint and, if so, its location; (b) whether data, program codes, and other materials underlying the text of the manuscript are properly cited and referenced; and (c) whether they accept the opening of the peer review process. |
Ética na publicação

Novos Estudos Cebrap adopts: the principles of the SciELO Codes of Ethics, found in the “Guide to Good Practices for Strengthening Ethics in Scientific Publication”; the “Principles of Transparency and Good Practice in Academic Publishing” recommended by the Committee on Publication Ethics (COPE); the principles of transparency and good practices of the Directory of Open Access Journals (DOAJ); and the codes of good scientific practice of the São Paulo Research Foundation (Fapesp). For research in a virtual environment, the reference is the document of CONEP – National Commission for Ethics in Research. The board and editorial team are responsible for implementing editorial policy, ensuring supervision, transparency, quality control, and best practices in the editorial process, as well as communication with authors, reviewers, readers, indexers, research support agencies, the scientific community, and the general public. Reviewers are responsible for evaluating and improving submissions in accordance with the journal's ethical and scientific principles and are committed to assisting editors in making evaluative decisions. Authors are responsible for submitting original and unpublished material and are committed to following the good practices of scientific ethics and publication adopted by the journal. Upon submission, the author must declare that all ethical guidelines concerning the integrity of scientific activities carried out during the research were respected, as well as disclose sources of funding and conflicts of interest. If applicable, the author must declare that the ethical principles have been submitted to and approved by their institution's ethics committee. The journal rejects any inappropriate practice or misconduct from the standpoint of scientific integrity, for example, plagiarism, fabrication, and data manipulation, whether negligent or intentional. |

Preprints
|
Novos Estudos Cebrap accepts the submission of preprint articles. Preprints are manuscripts ready for submission to a journal, which are deposited on an open-access web server in advance by the author, or in parallel with submission to the journal, by the author or the journal. The use of preprints is optional for authors. During the submission, the author should provide on the Open Science Compliance Form the name of the Preprints server and the DOI of the Preprint. The journal accepts preprints archived on the SciELO Preprints server. However, other repositories may be used upon review and approval by the editorial team. The preprint article shares with the journals the novelty of publication, and the review process will not use the double-blind procedure, since the authorship will be known. |
Processo de avaliação por pares

Novos Estudos Cebrap accepts submissions of original scientific articles through the ScholarOne Manuscript system. Other formats are published in special sections only upon invitation by the editorial team and board. Authors must submit the completed Open Science Compliance Form and other files necessary for evaluation along with the article. After submission, the original texts undergo a desk review. In this stage, the editorial team checks, for example: whether the article is appropriate for the scope and editorial policy; whether the formatting and length of the file are as requested; whether the data necessary for peer review has been submitted or referenced; whether the writing deviates from the format of articles or essays that are usually published; whether there are problems of plagiarism or similarity; whether the manuscript identifies hypotheses and justifies its objectives in relation to the current literature on the subject. This last point is extremely important, as it will be the first to be analyzed by peer reviewers if the submitted text is approved in the desk review. The person whose text was rejected in this first stage of evaluation may contact the editorial team to request an appeal. Submissions approved in the desk review proceed to the peer review stage. At this stage, the editorial team sends the original texts are to at least two reviewers, who assess the scientific relevance of the work, paying attention, for example, to the pertinence and novelty of the text in relation to existing scientific literature on the subject and to points that need further development. The journal suggests that reviewers use our template form for evaluation. There are three types of peer review: Double-blind: when authors and reviewers do not know each other's identities.
Single-blind: when authors disclose their identities, but reviewers remain anonymous. Novos Estudos Cebrap applies double-blind peer review by default. It discloses identities during the review process only when requested and consented to by the parties. In addition, the journal retroactively publishes on its website the names of reviewers who contributed to the volumes, provided they consent to this. After the peer review, the editorial team issues one of these three results: Approved: This result indicates that the reviewers and the editorial team have approved the text for publication, but they may require minor changes. Revision: It affirms that the editorial team and peer reviewers require revisions to the text. The result document will highlight the quality and quantity of these changes. Depending on their complexity, the editorial team may forward the revised manuscript for a new round of peer review. Rejected: This result indicates that the submitted text is not ready for publication. Authors who receive this result may resubmit the article in the future, provided they make an effort to revise the text and respond to the comments made in the reviews. If the new text remains similar to the one previously submitted, the editorial team will consider it evaluated and will reject it. Only the approved manuscripts will be forwarded to the editing, preparation, review, layout, and publication stages. During these stages, the editorial team suggests improvements in writing and data presentation, in addition to proofreading and reviewing to correct errors and other details before publication. All articles published in the journal display the name of the editor responsible for the evaluation process and also receive a DOI for identification purposes. |
Open Data
|
To consolidate Open Science processes, authors are requested to share all content (data, program codes, and other materials) underlying the manuscript text, either before or at the time of publication. The editorial team permits exceptions in cases of legal and ethical issues. Authors may also declare that all data are contained and discussed in the article or that they will be made available upon direct request. Authors may use their institutional repositories or other relevant and certified repositories, for example, those listed in the SciELO List of repositories for research data deposit. The repository where the data and information are located, if applicable, should be cited in the text according to the Research Data Citation Guide, preferably in the methodology section, included in the list of references and in the section “Research Data Availability”. |
Fees

Novos Estudos Cebrap does not charge fees for the submission, processing or publication of articles. |
Ethics and Misconduct Policy, Errata, and Retraction
|
Novos Estudos Cebrap rejects all inappropriate practices or misconduct from the standpoint of scientific integrity, such as plagiarism, fabrication, and data manipulation, whether negligent or intentional. When the editorial team and board identify any of these practices, whether during evaluation, editing, or after publication, they evaluate the case, contact the authors, and decide how to proceed. The decision may lead to the rejection of submissions, unpublishing of materials, publication of retractions, communication of the misconduct to the institutions of the responsible authors, etc. Errata and retractions published by the journal follow these guidelines: Guide for the registration, marking, and publication of Errata and Guide for the registration, marking, and publication of retractions. |
Conflict of interest
|
Conflicts of interest can be personal, commercial, political, academic, or financial in nature. They occur when authors, reviewers, or editors have interests that influence the preparation or evaluation of manuscripts. When submitting a manuscript, authors are responsible for recognizing and disclosing financial or other conflicts that may have influenced the work. If there is a conflict of interest, even if only potential, authors must disclose it in a separate signed document attached to the submission platform. For more information, see: Disclosure of Financial and Non-Financial Relationships and Activities, and Conflicts of Interest. When the editorial team identifies a conflict of interest on the part of the reviewers, it sends the text to another person for evaluation. If the author of the submission is part of the journal, the evaluation process (from desk review to final result) will be conducted by an external editorial board, invited by the Editor-in-Chief of Novos Estudos Cebrap specifically to handle this case, as recommended by the COPE Council. This measure aims to prevent conflicts of interest and maintain the integrity of the evaluation process. The name of the editor responsible for editing a published article is displayed in the article itself. |
Similarity check
|
Novos Estudos Cebrap uses Plagius and CopySpider similarity verification software. The similarity check is run at the time of initial submission, during the desk review, and can also be redone when revisions are submitted, if necessary. |
Artificial Intelligence software and resources
|
Novos Estudos Cebrap follows SciELO's Guide to the use of Artificial Intelligence tools and resources. Authors must inform at the time of submission if they have used artificial intelligence and describe which types of artificial intelligence were used and at what stages, both in the research and in the production of the article, in addition to taking responsibility for them. |
Sex and Gender Issues
|
The editorial team at Novos Estudos Cebrap, as well as authors who publish in the journal, must always observe the guidelines on SAGER (Sex and Gender Equity in Research). The SAGER guidelines guide the reporting about sex and gender in study design, data analysis, and the results and interpretation of findings. In addition, Novos Estudos Cebrap observes a gender equity policy in the formation of its editorial team and in inviting reviewers. |
Ethics Committee

Upon submission, authors must attach a statement of approval from the ethics committee of the institution responsible for approving the research. |
Copyright, Intellectual Property, and Publication Licenses
|
Novos Estudos Cebrap complies with Law No. 9,610/98, which regulates copyright in Brazil. Except where otherwise noted, all publications in the journal are licensed under CC-BY, which allows use, distribution, and reproduction in any medium, without restrictions, so long as attribution is given to the creator. Submission of a text for evaluation to Novos Estudos Cebrap implies permission by the authors for its publication in the journal under the CC-BY license, if approved. Authors retain the copyright of the content and articles published in the journal and in the blog. In addition, they are responsible for the ideas and opinions presented in these publications. Novos Estudos Cebrap also encourages authors to self-archive their accepted manuscripts, republishing them on personal blogs, institutional repositories, and academic social media, as well as posting them on their personal social media, provided that a complete citation to the original published version is included. |

Novos Estudos Cebrap accepts submissions of articles and essays based on scientific research through the ScholarOne Manuscript system. They must be written in Portuguese or English. Preprint submissions must follow the guidelines indicated in the editorial policy. |
Contribution of authors
|
All those who contributed to the conception, development, and analysis of the data presented must be identified as authors. The submission must contain the full name, ORCID, institutional affiliation, email, and identification of authorial contribution—according to the CRediT taxonomy—of each of the authors. The person responsible for the submission must provide an email address for correspondence between the journal and the authors of the articles. |
Manuscript preparation
|
By submitting to Novos Estudos Cebrap, authors certify that the material submitted has not been previously published or submitted for evaluation to another journal, and they ratify the ethical guidelines for publication indicated in the journal's editorial policy. In addition, the author responsible for the submission must prepare the body of the text and the digital assets of the article in accordance with the guidelines presented here, attach (or link) the documents necessary for evaluation (such as data files), and also the supplementary documents. |

Texts must be written in Portuguese or English, using Times New Roman font, size 12, standard paragraph indentation, justified alignment, 1.5 spacing, on A4-size pages (210×297 cm) and submitted via the ScholarOne Manuscript system in .odt, .doc, or .docx format. The file must contain:

Digital Assets
|
Drawings, photographs, graphics, maps, charts, tables, and other graphic elements must have titles, sources, numbering, credits, and conditions suitable for high-quality black-and-white reproduction and printing. Authors should send high-resolution images within the text itself (preferably in .jpg format with a resolution of 300 dpi). Tables should not be converted into images, but included in the text in an editable format (preferably in .xls or .xlsx format). The data that originated the tables and visual elements should also be sent (preferably in .xls, .xlsx, or .csv formats). The authors of the submitted work will be responsible for obtaining the copyrights of the images and other materials used in the article. |
Notes, citations, and references
|
The manuscript must follow the guidelines below, which are adaptations of ABNT standards NBR 6023 and NBR 10520. Notes must appear in footnotes, be as brief and concise as possible, and consist of supplementary comments; they cannot consist of simple bibliographic references. Bibliographic notes should be included in the body of the text in the following format: (author's last name, year of publication), as in the example: (Tilly, 1996). Quotations of less than five lines should be enclosed in quotation marks in the body of the text. Quotations of five or more lines should be placed in a new paragraph, centered and with indented margins. In both cases, citations must be accompanied by references in the format: (author's last name, year of publication, pages), as in the examples: (Tilly, 1996, p. 105), (Tilly, 1996, p. 105-6), (Botelho; Schwarcz, 2009, p. 49-52), (Wagley et al., 1952, p. 32-3).
