A Brief History

The Brazilian Journal of Urban and Regional Studies (RBEUR) is published by the National Association of Postgraduate Studies and Research in Urban and Regional Planning (ANPUR), a private, nonprofit legal entity. ANPUR brings together postgraduate university programs and Brazilian entities engaged in teaching and/or research activities in the field of urban and regional studies and urban and regional planning. Recognized as one of the leading journals in urban and regional planning in Latin America, RBEUR has been in circulation since 1999 and was initially published biannually. In 2015, the journal adopted a quarterly format with open access in print and electronic editions under a Creative Commons Attribution license (CC BY). In 2019, the journal transitioned to an exclusively online, continuous publication format.

RBEUR is registered under electronic ISSN 2317-1529 and print ISSN 1517-4115. The journal holds a Qualis Capes A1 rating (2017–2020) and is indexed in SciELO, Base, Diadorim, DOAJ, Google Scholar, Hispanic American Periodicals Index, InfoHAB, Latindex, LatinREV, and the Capes Journal Portal. The RBEUR is a signatory of the San Francisco Declaration on Research Assessment (DORA).

Open Access

The journal operates under an open access policy, ensuring unrestricted online access to all published scientific content, free of charge for both reading or downloading.

Through open access, the copyright holder of an academic work grants rights of use to third parties using an open license (Creative Commons Attribution CC BY 4.0). This license allows immediate free access to the work and authorizes anyone to read, download, copy, distribute, print, search, or link to the full text of articles, as well as to index them, use them as data for software, or employ them for any other lawful purpose.

Open Science Compliance

This journal adopts the Gold Open Access model (Open Science Compliance Form)

The Open Science movement sets forth principles for collaborative, shared, and publicly accessible scientific practices. Aligned with these principles, the Brazilian Journal of Urban and Regional Studies (RBEUR) adopts several measures, including an open access policy, an editorial code of ethics, and the use of social media to disseminate published works. These initiatives are supported by an information management plan designed to ensure the long-term preservation and accessibility of all published content.

In publications, the contributions of editors are duly credited, and the roles of each author in scientific texts with multiple authors are specified (Contributor role taxonomy). In turn, reviewers receive a statement of their opinion on the manuscript and may validate their activity on Publons.

In addition, RBEUR also encourages the publication of preprint scientific texts on public platforms, such as Preprints, SciELO and Psyarxiv, so that, if applicable, they may be discussed openly before being published.

Beginning in 2024, the journal introduced the Open Science Compliance Form, through which authors may express their interest in participating in open peer review. This process offers two options: 1) the opportunity to publish reviewer comments on approved manuscripts with the option of disclosing reviewer identities, and 2) mutual disclosure, in which the identities of both authors and reviewers are revealed during the evaluation process. Publication approval in such cases requires consultation with both parties to ensure that the material contributes meaningfully to advancing the discussion on the topics addressed in the approved manuscripts.

Lastly, RBEUR actively promotes dialogue with authors about the sharing of datasets used in their analyses. Together, these measures reaffirm the journal’s commitment to serve as a platform for the production of rigorous and publicly verifiable knowledge, thereby strengthening its role in the advancement of urban and regional studies on solid ethical foundations.

Ethics in Publication

The Brazilian Journal of Urban and Regional Studies (RBEUR) adheres to ethical principles of transparency in its editorial procedures and maintains confidentiality regarding the information contained in submitted manuscripts. The evaluation process is governed by equality, impartiality, objectivity and scientific rigor, thereby ensuring academic merit and quality.

To implement these principles, the journal has adopted a set of procedures to guide those involved in the editorial process—authors, editors, and reviewers. These procedures are consistent with the good practice recommendations of internationally recognized associations, such as the Committee on Publication Ethics (COPE), as well as with the Scientific Integrity Policy of the Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq).

The operational guidelines and responsibilities of authors, reviewers, and editors are detailed in the “Publication Ethics, Misconduct, Errata, and Retractions” section.

Focus and Scope

RBEUR aims to serve as an institutional platform for disseminating scientific research in the field of urban and regional studies. It reflects the theoretical, thematic, and disciplinary heterogeneity that characterizes the ANPUR network, while promoting diversity of thought and upholding the principles of originality, rigor, and excellence in its published works.

Historically, RBEUR has published articles authored by scholars and practitioners from a wide range of fields, including public administration; anthropology; archaeology; architecture; political science; environmental sciences; demography; design; law; economics; geography; history; urban and regional planning; international relations; sociology; tourism; and urbanism.

Accordingly, the journal’s thematic scope encompasses a plurality of approaches that investigate the production, organization, and transformation of urban and regional spaces across their social, economic, political, cultural, environmental, and technological dimensions. RBEUR welcomes both theoretical and methodological contributions, as well as empirical and applied research. The journal seeks to engage with different scales and temporalities and to foster critical debates that advance knowledge and inform public policies directed toward cities and regions.

EDITORIAL POLICY

Preprints

RBEUR encourages the publication of scientific preprints on public platforms, such as Preprints, SciELO, and PsyArXiv, allowing research to be openly discussed prior to formal publication.

Peer Review Process

Articles should be submitted exclusively through the Open Journal Systems (OJS) online platform; email submissions are not accepted. Upon receipt, manuscripts are initially screened by the Editorial Board to ensure their relevance to the journal’s scope, conformity with formatting requirements, and compliance with RBEUR’s academic standards.

Manuscripts that pass this initial screening are anonymized and sent for double-blind peer review to two external reviewers who are not part of the RBEUR Editorial Board. Reviewers are affiliated with national or international institutions and have expertise in the subject matter of the manuscript.

Should the evaluations of the two reviewers diverge, the manuscript is forwarded to a third external reviewer, also recognized in the relevant field, who, like the first two, provides an independent assessment regarding the manuscript’s suitability and academic quality. Reviewers evaluate manuscripts based on the following criteria:

Clear objectives;
Appropriateness of methodology in relation to the objectives;
Consistency between theoretical framework, objectives, methodology, and results;
Mastery of and engagement with contemporary bibliography;
Use of international literature that analyze comparable empirical cases, where applicable;
Quality of writing and overall text structure; and
Originality, relevance, and significance of the topic for publication.

Following peer review, articles may be: a) accepted for publication with no modifications; b) accepted for publication pending minor modifications; c) resubmitted to a new evaluation process after substantial modification; or d) rejected.

The names of editors responsible for the review process are recorded in the published articles. All editorial procedures also apply to special issues, which are coordinated by guest editors.

Open Data

Manuscripts submitted to RBEUR must explicitly indicate all sources of data, computational code, and other materials used or generated during the research. Whenever possible, this content should be made available in open access prior to submission, a requirement considered mandatory for final approval of the article.

If full disclosure of these materials is not possible due to confidential information, legal restrictions, or confidentiality agreements, authors should submit a formal, substantiated request to the editors through the “Comments to Editors” field. The Editorial Board will assess the request and inform authors of its decision.

Fees

RBEUR is an open-access journal and does not charge submission or article processing fees (APCs).

Ethics and Misconduct, Correction and Retraction Policy

The Brazilian Journal of Urban and Regional Studies adheres to ethical principles that emphasize transparency in editorial procedures, confidentiality of information contained in submitted manuscripts, and fairness, impartiality, objectivity, and scientific rigor in the assessment of the relevance and academic standards of submitted works.

Following the recommendations for best editorial practices established by internationally recognized organizations, such as the Committee on Publication Ethics (COPE), RBEUR implements a set of procedures guiding all participants in the editorial process—authors, editors, and reviewers.

1. Authors should:

ensure that submitted manuscripts are original and unpublished and are not under consideration by other journals, although works previously presented or published in conference proceedings, institutional repositories, or the authors’ personal pages may be accepted.
identify the contribution of each co-author.
acknowledge all authors whose works or statements have been cited or used as references in the submitted manuscript.
respond clearly and promptly to questions and requests from RBEUR throughout the peer-review process.
prepare corrections, clarifications, retractions, or apologies in cases where plagiarism, fraud, and/or errors have been detected, which may include the removal of the manuscript from the digital platforms where RBEUR publications are disseminated.
immediately notify the editorial board if any errors are discovered in the material under review.
disclose any conflicts of interest.
assume full responsibility for the content of the submitted work.
use artificial intelligence tools only as an aid, under human supervision, in the following cases:
- searching, systematizing, and organizing bibliographic references;
- preparing and organizing databases, as well as creating tables, charts, and figures; and
- reviewing the text for grammatical and orthographic accuracy, in accordance with standard language conventions.

2. Editors should:

assess the relevance and academic quality of manuscripts submitted to RBEUR, adhering to the journal’s principles of fairness, impartiality, objectivity, and scientific rigor.
maintain the anonymity of authors and reviewers throughout the peer-review process.
decide on the publication of manuscripts that, even if accepted, do not comply with the journal’s ethical and editorial standards.
ensure the absence of conflicts of interest regarding manuscripts, authors, and/or funders throughout the editorial process.
respond responsibly and promptly to any allegations of errors and/or misconduct, ensuring that all parties have the opportunity to be heard.
safeguard the integrity of individuals and institutions affected by misconduct through the publication of corrections, clarifications, retractions, and apologies.

3. Reviewers should:

ensure the confidentiality of data in manuscripts under review, and refrain from storing copies of unpublished materials on personal devices.
guarantee that the review process is fair, objective, and efficient, exercising diligence and impartiality while assisting the editorial board in decision-making.
disclose any potential conflicts of interest concerning manuscripts, authors, and/or funders.
notify the editorial board of any suspected plagiarism, self-plagiarism, or other forms of author misconduct.
refrain from using generative artificial intelligence tools to write or prepare reviews, as the RBEUR evaluation process depends on the critical judgment and ethical responsibility of reviewers. If AI tools are employed for secondary tasks, such as language editing or literature searches, their use must be explicitly indicated in the “Comments to Editors” field of the review.

Once misconduct has been verified, the following measures may be adopted, depending on the severity of the case:

A written warning to those found to have engaged in misconduct, accompanied by a caution regarding the risks of similar situations in the future.
Publication of corrections or clarifications by the authors whose scientific text contains any type of error or inconsistency.
Withdrawal of the manuscript from the journal’s website and other dissemination platforms, along with the publication of a retraction notice and an apology addressed to the affected parties.

Policy on Conflict of Interest

Conflicts of interest may be personal, commercial, political, academic, or financial in nature. Conflicts of interest may arise when authors, reviewers, or editors have interests that could influence the preparation or evaluation of manuscripts. When submitting a manuscript, authors are responsible for recognizing and disclosing any financial or other conflicts that may have influenced the work. In cases where a potential or actual conflict of interest exists, authors must submit a separate signed statement detailing the circumstances, to be uploaded through the submission platform.

Adoption of Similarity Software

RBEUR employs the freeware tool CopySpider during the pre-evaluation stage to detect potential similarities with previously published materials available online. The determination of whether such similarities constitute plagiarism or self-plagiarism rests with the editors, who, in accordance with the journal’s ethical standards, assess whether the authors have breached any ethical principles.

At the time of submission, authors are required to provide a statement indicating whether the research was approved by an institutional ethics committee.

Adoption of Software Using Artificial Intelligence Resources

In line with its commitment to ethics, academic integrity, and transparency in scientific communication, the Brazilian Journal of Urban and Regional Studies has established specific guidelines for the use of artificial intelligence (AI) tools in the preparation of manuscripts submitted to the journal. These guidelines are also aligned with the Scientific Integrity Policy of the Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq).

Authors are informed that AI resources may be used only in the cases described below.
Authorship and Manuscripts

The use of AI does not replace authorial responsibility. All ideas, analyses, interpretations, and conclusions must be the result of human authorship.
AI tools may be used only as auxiliary resources, and always under human supervision and oversight, in activities such as:

- searching, systematizing, and organizing bibliographic references;
- preparing and organizing databases, as well as creating tables, charts, and figures; and
- reviewing the text for grammatical and orthographic accuracy, in accordance with standard language conventions.

Peer Review Process

The use of generative AI to write or draft reviews is not permitted. The review process at RBEUR relies on the critical judgment and ethical responsibility of its reviewers.
Should AI tools be employed for any secondary tasks, such as language editing or bibliographic searches, reviewers must explicitly disclose this use in the “Comments to Editors” field of the review form.

Confidentiality and integrity

It should be noted that the use of AI tools in the review process may compromise the confidentiality of manuscript content and the protection of the identities of all parties involved. This risk applies both to the manuscripts themselves and to the underlying research, as texts submitted to external platforms may be stored or reused in public or private databases.
For this reason, RBEUR strongly discourages the use of generative AI in manuscript evaluation, to safeguard the confidentiality and integrity of the journal’s double-blind review process.

Gender and Sex Issues

The editorial team of RBEUR follows the Sex and Gender Equity in Research (SAGER) guidelines, which provide guidance on reporting sex and gender information in study design, data analysis, and the interpretation of results. In addition, RBEUR adheres to a gender equity policy in the composition of its editorial board. Since 2025, this information has been systematically collected and recorded through a mandatory plugin completed by all authors and reviewers.

Ethics Committee

At the time of manuscript submission, authors must provide a statement confirming that the research was approved by an institutional ethics committee, including the approval registration number, where applicable. RBEUR encourages authors to self-archive their accepted manuscripts by publishing them on personal blogs, institutional repositories, or academic or personal social networks. Types of Documents Accepted

RBEUR publishes original articles, book reviews, and translations (published exclusively on the journal’s website).

Submission Requirements

As part of the submission process, authors are required to verify compliance with all the items listed below. Submissions that do not adhere to these guidelines will be returned to the authors.

All scientific manuscripts must be submitted through the Electronic Journal Publishing System (SEER) / Open Journal Systems (OJS) and must fall within the journal’s scope.

Manuscripts must be original and unpublished. Works previously presented or published in conference proceedings, institutional repositories, or the authors’ personal websites are also accepted. Submissions must not be under review by any other journal, even in a different language, and should not contain any information identifying the authors or their institutions, including in the references. Manuscripts must also adhere to the formatting guidelines described in the section “Article Submission Format”.
In the case of co-authored manuscripts, each author’s contribution must be specified according to the Contributor Role Taxonomy (CRediT): Conceptualization; Data Curation; Formal Analysis; Funding Acquisition; Investigation; Methodology; Project Administration; Resources; Software; Supervision; Validation; Visualization; Writing – Original Draft; Writing – Review & Editing.
Texts may be written in Portuguese, Spanish, or English.
If translation services are required, the direct costs will be charged to the authors of the approved manuscripts. These services are provided by professionals accredited by the RBEUR Editorial Board in accordance with fees previously agreed upon with the journal.
Authors bear full responsibility for the content of their manuscripts and must disclose to the editors any potential conflicts of interest—whether personal, commercial, political, academic, or financial—that may have influenced the submitted material, and explain how such conflicts were addressed. Authors must also indicate in the manuscript any financial support received, as well as any economic or personal relationships that contributed to making the research possible.
Articles must cite and reference all data, code, and other materials used or produced in the research. These materials must be made available under open access prior to submission as a condition for approval. In cases where confidentiality or restricted access apply, authors must provide a justification in the “Comments for the Editor” section. The Editorial Committee will assess the relevance of the exception and notify the authors of its decision.
The use of artificial intelligence (AI) tools is permitted exclusively in the following cases: (1) the search, systematization, and final organization of bibliographic references; (2) the organization of databases and the preparation of charts, tables, and graphs; and (3) final text revision, limited to grammatical and orthographic refinement, in compliance with standard language conventions. In all cases, the use of AI must be explicitly reported in the manuscript.

Manuscript Preparation

Authors must ensure that their submission complies with the journal’s criteria. Submissions that do not conform to these guidelines will be returned.

12. Aligning with ethical standards and best practices in research communication, RBEUR informs authors that the use of artificial intelligence (AI) in the preparation of manuscripts submitted to the journal is permitted only for the following activities:
a) searching, systematizing, and final organization of bibliographic references;
b) organizing databases and preparing charts, tables, and graphs; and
c) final text revision for grammatical and orthographic correction, in accordance with standard language conventions.

13. Articles must cite and reference all data, code, and other materials used or produced in the research. Article Submission Format

1. Manuscripts submitted to the "Articles" section must have between 5,000 and 9,000 words, including spaces. This includes the title, abstract, tables, graphs, figures, references, and footnotes.

2. Manuscripts submitted to the “Review” section must have a maximum of 5,000 words, including spaces. This includes titles and references.

3. Manuscripts must be submitted in .doc or .docx format to allow the removal of personal information from the metadata, ensuring the integrity of the blind peer review process. The text should be in Arial, size 11, with 1.5 line spacing and margins of 2.5 cm on all sides.

4. The title and subtitles must be numbered and formatted as follows:
Title: Arial, size 14, regular, bold;
1. Subtitle 1: Arial, size 12, regular, bold;
1.1. Subtitle 2: Arial, size 11, italic, bold;
1.1.1. Subtitle 3: Arial, size 11, underlined.

5. All articles must include abstracts in both Portuguese (“resumo”) and in English, each containing between 100 and 150 words, along with five to seven keywords. At least three of these keywords must be selected from a list of pre-established terms provided by RBEUR, available at: https://drive.google.com/open?id=1YKlzR593Xo8vDfYv9_l3_dHh1SlHZ-eo&usp=drive_fs. As a journal dedicated to urban and regional studies, it is recommended that, whenever appropriate, the last keyword proposed by the authors refers to the study area of the manuscript (e.g. city, region, country, etc.).

6. Tables and charts, in addition to being embedded in the text, must be submitted separately in .xlsx or .xls (Excel) format.

7. Figures, in addition to being embedded in the text, must be submitted separately with a minimum resolution of 300 dpi, a minimum width of 1,200 pixels, and in .jpg, .tiff, or .png format.

8. Footnotes should be used only for supplementary and substantive information. They must be formatted in Arial, size 9, with single line spacing.

Digital Assets

Visual elements must comply with the following standards:

Tables and Charts: Each table and chart must be cited in the body of the text, and submitted as separate files in .xlsx or .xls (Excel) format. Each file should be labeled with the corresponding table or chart name as it appears in the manuscript. Charts may be in color, and tables should not contain merged cells.
Images, Figures, and Photographs: Each image, figure, and photograph must be cited in the body of the text, and submitted as separate files, named exactly as they appear in the manuscript. Files must have a minimum resolution of 300 dpi, a minimum width of 1,200 pixels, and be in .jpg, .tiff, or .png format. For images sourced from third parties or obtained from the internet, authors must provide the corresponding permissions.

Citations and References

All bibliographic references must comply with the rules of the Brazilian Association of Technical Standards (ABNT), and be placed at the end of the text, in alphabetical order, according to the examples below:

* When citing a work with up to three authors, all authors must be cited. If there are more than three authors, the expression “et al.” should be used (e.g., LEME, M. C. et al. O urbanismo no Brasil: 1895-1965. São Paulo: Studio Nobel; FAUUSP; FUPAM, 1999). For collective works, the coordinators, organizers, or editors of the work should be cited (e.g., LEME, M. C. In-text citations must follow the author–date format, also indicating the page number for direct quotes, as in the examples: (Leme, 1999); (Santos, 1996, p. 217). If the same author has more than one work published in the same year, they should be distinguished by a letter following the date: (Santos, 1996a); (Santos, 1996b).

When reference information is missing use “[s.n.]”, “[s.l.]” and “[s.d.]” to indicate respectively, sine nomine (no publisher), sine loco (no place of publication) and sine data (no publication date).

Works cited in footnotes will not be indexed as references by SciELO and should be used sparingly (as a suggestion for further reading). Works cited exclusively in footnotes must be fully referenced within the footnote itself and excluded from the bibliography at the end of the text.

If the reference is identified with the elocation-id, this should be informed in the citation. For example: SILVA, J. História das Religiões Afro-Brasileiras. Revista de História da UEG, v. 08, n. 01, e201901, 2019.

Identification and Publication of Articles

All articles published by RBEUR are assigned a DOI (Digital Object Identifier), a unique and permanent digital identifier that ensures stable access, enhances visibility, and enables standardized citation of electronic documents.

Financing Statement

It is the responsibility of the authors to declare whether the research received funding and, if applicable, to indicate the funding source at the time of submission. This information will be recorded and published if the article is approved.

In line with the guidelines of the Committee on Publication Ethics (COPE), the transparent declaration of funding sources strengthens the integrity of published articles and promotes accountability regarding the use of granted resources. It enables readers to assess potential conflicts of interest related to funding and allows authors to demonstrate how such resources were applied. For funding agencies, transparent statements provide a means to monitor the outcomes of the research they supported and to ensure that resources granted contributed to producing relevant results.
