O interesse desse artigo é discutir a definição de problemas ambientais e a validade de se diferenciar questões envolvendo poluição industrial e uso de recursos naturais. Foi realizado um estudo comparativo envolvendo países com sistemas políticos e condiçãos socioeconômicas diferenciadas, que propicia material para se refletir sobre a validade de se diferenciar questões ambientais relacionadas a poluição e uso de recursos.

This article aims to discuss the definition of environmental issues and the validity of differentiating between industrial pollution problems and the use of natural resources. A comparative case study including countries of different political systems and socio-economic conditions provided us with data to reflect on this question.

A doce años de la Cumbre de la Tierra, el planeta presenta peores condiciones ambientales y sociales. La Agenda 21, propuso preservar los recursos naturales y reducir desechos. La apertura imponía imperativos de competitividad, planteando una dicotomía en la relación ambiente - industria. . Por lo tanto, se definía la actividad productiva entre los postulados de la Eco 92 y la competitividad. El artículo analiza cómo se estancó el proceso de aprendizaje socioinstitucional que considera cambios políticos, científicos y tecnológicos, de allí que la relación ambiente industria esté hoy más caracterizada por controversias que por búsqueda de soluciones.

Twelve years after the Earth Summit, the planet shows worse environmental and social conditions. The Agenda 21 proposed the preservation of natural resources and the minimization of wastes. The opening economy, implied competitive imperatives, establishing a dicothomy in the environmental - industry relation. . Thus, productive activities were defined between the postulates of ECO-92 and competitiveness. This paper discusses how a socio-institutional learning process that considered scientific, technological and political changes was affected, fact that shows that the environmental - industry relation today is characterized by controversies instead of the search of solutions.

Este trabalho tem por finalidade fazer um balanço dos estudos ambientais rurais sob a perspectiva das ciências sociais. Para isso, em primeiro lugar, realiza-se uma análise da trajetória dos movimentos sociais, identificando-se as principais questões ambientais emergentes na ótica dos atores do mundo rural. Num segundo momento, agrupam-se os temas privilegiados pelos pesquisadores para, em seguida, apontar as principais perspectivas analíticas em curso.

This paper aims to take stock of the work produced in the area of environmental studies, from the perspective of the Social Sciences. This means that, in the first place, the social movements trajectories are analyzed and the main emergent environmental issues, from the viewpoint of the rural social actors, are identified. In the second place, the privileged topics that researchers have investigated are pointed out, followed by a discussion of the main analytical perspectives they have chosen.

Este trabalho tem como objetivo a caracterização e comparação dos consumos alimentares domésticos de duas comunidades caboclas localizadas numa região de várzea sazonal (Ilha do Ituqui, Santarém-PA) no Baixo Amazonas (1995-97). Especial ênfase é dada ao papel da agricultura no consumo alimentar destas populações. Os resultados obtidos indicam níveis elevados de consumo protéico em relação ao calórico, pela população local, relativa instabilidade sazonal das fontes de energia e crescente dependência de itens alimentares industrializados. Apesar deste perfil, produtos localmente produzidos e obtidos, como a farinha de mandioca e o peixe, ainda representam grande parte da estrutura dietética destas populações. Somado a isto, um amplo leque de atividades de subsistência e de mercado, bem como a exploração de diferentes zonas ecológicas na obtenção de alimento, foram observados, desmistificando algumas das pressuposições dominantes até recentemente sobre a homogeneidade e simplicidade das estratégias produtivas destas populações.

The main objective of this research is to characterize and compare household food intake of two riverine populations located in the Floodplains of the Lower Amazon (Ituqui Island, Santarém-PA) (1995-97). A special emphasis is given to the role of agriculture in the food consumption patterns of these populations. The obtained results indicate high levels of protein intake in relation to energy intake, relative seasonal instability of energy sources, and increasing dependency on imported industrialized foodstuffs. In spite of such a pattern, food items locally produced such as manioc flour (farinha) and fish remain as the main part of local diet. In addition, a broad array of subsistence and commercial activities as well as the intense exploitation of different ecological zones by the local population were observed. The above scenario tends to undermine some of the major assumptions on the supposed environmental homogeneity and simplicity of productive strategies among native populations, which have dominated until recently the development of academic knowledge and practice.

O trabalho visa analisar a tutela dos recursos hídricos amazônicos à luz do Tratado de Cooperação Amazônica (TCA). Há que se fazer uma releitura dos artigos IV e V do TCA, tendo-se em vista a teoria da bacia de drenagem internacional, estabelecida pela International Law Association, em 1966, mas somente incorporada ao Direito Internacional, de maneira ampla, através da Convenção sobre a Utilização dos Rios Internacionais para Fins Distintos da Navegação (ONU, 1997).

The purpose of this paper is to analyze the guardianship of the Amazonian water resources in the Amazon Cooperation Treaty. Its important to review the Treaty's 4th and 5th articles , considering the international drainage basin theory, created by the International Law Association, in 1966, widely adopted by international law with the Convention on the Law of the Non-navigational Uses of International Watercourses (UN, 1997).

Os autores reconhecem que a discussão em torno dos organismos geneticamente modificados (OGMs), apresentada tanto na literatura científica como na mídia brasileira é, em geral, altamente tendenciosa a favor da liberação desses produtos. Raros são os artigos que questionam profundamente os efeitos, no Brasil, de uma possível introdução desses organismos geneticamente modificados, seja do ponto de vista técnico, social, econômico, ou político. O objetivo geral do artigo foi, com base na literatura existente sobre o assunto, tentar preencher algumas dessas lacunas, consideradas extremamente importantes para o processo de avaliação. Os autores tentaram também apontar algumas das formas de viés que a mídia apresenta em relação aos OGMs. O estudo conclui que, embora os argumentos apresentados a favor dos OGMs possam ser facilmente rechaçados de um ponto de vista técnico, a transformação dos mesmos em uma realidade mercadológica depende, acima de tudo, de uma ordem social comandada pelo capital, hoje representado principalmente pelas grandes corporações e seus aliados, a começar pelo Estado. Esta é a causa principal do viés encontrado na mídia.

The authors recognize that the discussion about genetically modified organisms (GMOs), presented by Brazilian scientific literature as well as the media is, in general, highly biased towards approval of these products. Very few articles go deeper into questioning the effects of a possible introduction of these genetically modified organisms in Brazil, be it from a technical, social, economic, or political viewpoint. The general objective of the article was to try, based on the existing literature on the subject, to fulfill some of these omissions, considered extremely important to the evaluation process. The authors also tried to point out some of the ways of bias used by the media with respect to GMOs. The main conclusion of the study was that, although the presented arguments in favor of GMOs can be easily rejected from a technical viewpoint, the transformation of GMOs into a commercial reality depends, above all, upon a social order commanded by capital, presently represented mainly by large corporations and their allies, beginning with the State. This is the most important cause for the bias found in the media.

O objetivo deste artigo é, a partir das informações disponibilizadas pela Pesquisa de Informações Básicas Municipais do IBGE, analisar três variáveis: a existência de Conselhos Municipais de Meio Ambiente, de Fundos Especiais de Meio Ambiente e de legislação sobre Áreas de Interesse Especial. Dentre outros aspectos, examina-se a incidência dos Conselhos Municipais de Meio Ambiente tendo em vista a bacia hidrográfica e o partido do prefeito.

Based on the information available on the Municipal Basic Information Research of IBGE, this article aims to analyze three variables: the existence of Municipal Councils for the Environment, Special Funds for the Environment and Legislation on Areas of Special Interest. Among other aspects, it examines the incidence of Municipal Councils for the Environment having in mind the hydrographic basin and the Mayor Political Party.

O texto examina o pensamento do botânico Frederico Carlos Hoehne (1882-1959) sobre a proteção da natureza. Argumenta-se que Hoehne foi um pioneiro no tema entre os cientistas brasileiros do século XX. Contribuiu para a emergência de uma consciência ambientalista no Brasil, atuando como cientista, escritor e dirigente de instituições científicas. A sua abordagem combinava a ciência com argumentos estéticos e de identidade nacional. Aponta-se ainda que o seu pensamento, em grande parte esquecido, merece ser recuperado e examinado com mais atenção.

ABSTRACT The text examines the writings of the Brazilian botanist Frederico Carlos Hoehne (1882-1959) about the protection of nature. It argues that Hoehne was a pioneer on the topic among Brazilian scientists. In his work as a scientist, writer and director of research institutes, he contributed to the emergence of an environmental consciousness in Brazil. His approach mixed scientific arguments with esthetics and with appeals related to national identity. It sustains that his mostly forgotten ideas are worth retrieving and examining with attention.
