Educational policy and evaluation: the process of institutionalization of the brazilian national system for the evaluation of basic education (SAEB)

This article focuses on the Brazilian National System for the Evaluation of Basic Education (the SAEB) and more precisely its process of institutionalization, the influences of different actors involved in the process; the interpretation made by the Ministry of Education and Culture (MEC), based on diverse cycles and the significance of the existence of an evaluation system such as the SAEB for the Brazilian education. The conclusions thematisize the changes in the objectives of the SAEB over the course of the cycles, discuss the significance of the option for a more centralized organization of the SAEB and relate the profile taken on by the SAEB to the other aspects of educational policy.
