Abstract
The main objective of the article is to enrich the conceptualizations of the diagnoses for the design of youth public policies. The methodology, qualitative, is oriented to deepen ideas and concepts, through the content analysis strategy. In this case, it seeks to analyze and conceptually deepen the conception of youth, Education and work, taking as a basis “The Latin American Economic Outlook Report (OECD/CAF/Eclac)”. The conclusion is that knowledge reduced to competencies, training proposals reduced to training programs, and socio-economic life reduced to the adjustment between market supply and demand, are put into discussion by views on public policies of integral youths anchored in the rights of young people as citizens, a dynamic and heterogeneous collective.
