Evaluation of the continuing education in the state of Rio de Janeiro: cases study

The study was based on the possible relationship between continuing education courses offered by the government to elementary education teachers and the quality of education offered by the public system. Its objective was to evaluate public policies for continuing education, outlined in the training activities of teachers in the municipal schools, specifically the actions of literacy, critical step considered by previous evaluations. The study highlights the methodological steps of the evaluation, calling special attention to the skills of the evaluator to the success of the process. To develop the study an observation form to monitor the teaching practice in everyday school life and an interview guide to be applied to teachers were developed and validated, coordinators and directors. In conclusion, despite the actions of continuing education for teachers designed by the municipal public policies, the daily practice reveals the maintenance of a traditional model, in which both the planning of education, based on the praxis itself to a higher incidence in pedagogy conservative, leaving room for the proposals for a more progressive education, already designed for quality literacy. The evaluation also indicated the need to redesign the continuous training of teachers in Niterói Municipal System of Education to the courses offered to promote much-desired quality of education.
