methodological bases and criteria for environmental Licensing in Conservation Units from Sabiaguaba, Fortaleza, Brazil

Empirical surveys were applied in Sabiaguaba protected area (UCs) to support the systems approach applied to environmental licensing. The studies were conducted to create basic methodological procedures for UCs of sustainable use and integral protection in areas with strong urban occupation, located on the southwest coast of the city of Fortaleza, Ceará State, Brazil. The proposed approach shows the administrative procedures for licensing in special environmental systems. Considering the complex relationships between social control and management of conservations units, it was introduced a structural criteria to enlarge the social and environmental functions of the landscape´s components. As a result, this article introduces specific contribution to demonstrate collective practices of planning and management environmental protected areas (UCs), presenting the proposed methodology Green Factor Method (MFV).
