This paper presents a policy analysis on the environmental management of a Brazilian metropolitan area, based on the Institutional Analysis and Development Framework. This way, analyzes how could it be possible to manage environmental problems in a metropolitan area, where the geopolitical unities (the municipalities) must act together to reach positive results in that region. In order to run such analysis on management, concepts on policy analysis and the Institutional Analysis and Development (IAD) Framework were revised, and an empirical research done with secondary data and 41 interviews was also run. The paper finalizes presenting the results found on the regional management according to the institutional framework used. A network intended to manage the hydroenvironmental problems was identified. That network counts on actors in both the Environmental and the Water Resource Management Systems and already has programs and projects as its institutional results.
