The article first presents a definition of the environmental management concept, underlining its public and priva te dimension, and also the relation between those tuosectors. Taking the environmental license as an exemple, it raises some problems like the lack of responsability share. A few options of a better integration between the public and the priva te segments are presented in the condusion, emphasizing the partnership practices.
