Resumo Os conceitos de migração e mobilidade com certeza se cruzam, mas não são sinônimos. Enquanto a migração, por definição, implica mobilidade, estudos de migração têm privilegiado estudar outros aspectos do processo migratório. Este artigo analisa (i)mobilidades migratórias e metodologias para estudá-las e reflete criticamente sobre a utilidade dos estudos de mobilidade como uma lente analítica para o estudo da migração humana. A falta de dados empíricos sugere que precisamos de estudos comparativos mais sistemáticos sobre como as mobilidades migratórias são geradas e facilitadas na vida cotidiana, assim como reprimidas por circuitos e instituições específicas de mobilidade.

Abstract The concepts of migration and mobility clearly intersect, but they are not synonyms. While migration by definition entails mobility, migration studies has privileged studying other aspects of the migratory process. This article analyzes migratory (im)mobilities and methodologies to study them and it critically reflects on the usefulness of mobility studies as an analytical lens to study human migration. Lack of empirical data suggests that we need more systematic comparative studies of how migratory mobilities are generated in everyday life and facilitated as well as constrained by specific mobility circuits and institutions.

Resumen Este artículo tiene por objetivo estudiar los contenidos y las razones que impulsan la mirada Estado-etno-céntrica sobre las migraciones, basada en la combinación entre el pensamiento de Estado y una actitud cultural y política de tipo colonial, que reproduce la jerarquización de las poblaciones mundiales a nivel global. Lo que se propone es una crítica epistemológica y metodológica, ampliamente basada en la obra de Abdelmalek Sayad, que cuestiona la forma hegemónica de observar las migraciones. Al mismo tiempo, ella permite, normativamente, de destacar la necesidad de liberar las migraciones de las palabras de Estado, que son las dominantes en los discursos y las maneras de pensar, a partir del reconocimiento de su historicidad, de las relaciones de fuerza en las que ésta se desarrolla y de su autonomía relativa.

Abstract This article aims to study contents and reasons that sustain an ethno-centric-State view about migration, based on the combination between State thought and a colonial cultural and political attitude, that reproduces the hierarchization of global population. The article proposes an epistemological and methodological critics, widely based on Abdelmalek Sayad’s writings, that questions the hegemonic way to observe and know migration. At the same time, these critics, normatively, allows to highlight the need to free migration from State words, which are dominant in the understanding oh human mobility, beginning by the recognition of migration’s historicity, power relations in which migration are made and relative autonomy of migration.

Resumen Este artículo explora ciertos usos de las “cartografías oficiales” y da cuenta de diversas experiencias de “cartografías heréticas” de la migración y las fronteras con la intención de contribuir a la reflexión sobre las diferentes formas de apropiación de las prácticas del mapeo para la investigación crítica y el activismo político. Así, el texto alienta el uso y la problematización de las cartografías y de las prácticas de mapeo de la migración y las fronteras para el análisis crítico de las disputas y luchas en torno al control y la libertad del movimiento en el espacio sudamericano.

Abstract This article explores certain uses of "official cartographies" and accounts for various experiences of migration and borders "heretical cartographies" with the aim of contributing to the reflection on different ways of appropriation of mapping practices for critical research and political activism. Thus, the text encourages the use and problematization of migration and borders cartographies and mapping practices for the critical analysis of disputes and struggles around the control and freedom of movement in the South American space.

Resumo Este artigo explora o conceito de mobilidade migratória. Através de uma revisão crítica da literatura em estudos migratórios, que abordam tal dinâmica social por meio de imprecisas metáforas hidráulicas como, por exemplo, fluxo, fluidez ou onda migratória, demonstro a necessidade do diálogo com outros campos de pesquisa. Estudos fronteiriços e de mobilidade são as duas áreas de pesquisas trabalhadas aqui. Além de travarem íntimo diálogo com os estudos migratórios, oferecem ferramentas conceituais - particularmente, fronteiras inteligentes, espaço social e jornada - capazes de contribuir para o entendimento da migração enquanto uma mobilidade que envolve táticas e é intimamente entrelaçada com fronteiras.

Abstract This article unfolds the concept of migration mobility. Through a critical review of migratory studies which investigate such social dynamic based on hydraulic metaphors such as flow or migration wave, I stress the importance of a dialogue with other study areas. Border and mobile studies are the two fields explored in more details here. In order to engage in a fruitful dialogue with migration studies, I particularly demonstrate how conceptual tools - smart borders, social space, and journey -bring significant contributions to thinking about migration as a tactical mobility intertwined with borders.

Resumen El objetivo de este artículo es revisitar los orígenes, desarrollo, límites y potencialidades del enfoque de sistemas migratorios, para formular una propuesta teórica que, a la hora de analizar la conformación, retroalimentación y reconfiguración de los sistemas migratorios, considere el papel de la estructura, de los factores de carácter meso (como las instituciones o los colectivos) y de la agencia migrante (individual y colectiva). Partimos para ello, de una perspectiva crítica dialéctica que establece un vínculo entre los elementos del sistema con los condicionantes estructurales, al tiempo que recupera la agencia migrante, principalmente en su dimensión colectiva. Nuestra propuesta será aplicada exploratoriamente al estudio del sistema migratorio de América Latina y el Caribe en el periodo 1970-2018. Más allá de una mera descripción de los principales rasgos del sistema y sus subsistemas, tratamos de mostrar los elementos que condicionan su estabilidad y evolución, resaltando, además de los elementos clásicos de los sistemas, el peso de los condicionantes estructurales, así como de las resistencias y estrategias desarrolladas por los colectivos migrantes.

Abstract The aim of this article is to revisit the origins, development, limits and potentialities of the migration systems approach. We will formulate a theoretical proposal that, when analyzing the conformation, feedback and reconfiguration of migratory systems, considers the role of the structure, of the meso factors (such as institutions or groups) and of the migrant agency (individual and collective). We start the analysis from a critical dialectical perspective that establishes a link among the elements of the system with its structural conditions, as well as recuperates the migrant agency, mainly in its collective dimension. Our proposal will be applied to the study of the migration system of Latin America and the Caribbean in the period 1970-2018. The proposal will go beyond a mere description of the main features of the system and its subsystems, to explain what are the elements that condition its stability and evolution. We will also highlight more than the classical elements of the system, the weight of structural conditions as well as the resistances and strategies developed by migrant collectives.

Resumen Las migraciones internacionales ocupan un lugar central en la reproducción de las sociedades avanzadas. Como componente demográfico, contribuyen a cubrir los vacíos que deja el envejecimiento y descenso de la natalidad, y de ese modo, sustentan la reproducción demográfica de la población. Como fuerza de trabajo contribuyen a cubrir los déficits de mano de obra y sustentar la acumulación de capital y reproducción de la economía. Como trabajadores se insertan preferencialmente en tareas de la reproducción cotidiana de las clases medias y altas, contribuyendo a sustentar sus estilos de vida y patrones de consumo en un mundo globalizado.

Abstract International migration occupies a central place in the reproduction of advanced societies. As a demographic component, they contribute to cover the population gaps left by ageing and declining birth rates, and thus, support the demographic reproduction of the population. On the other hand, as a labor force contribute to cover deficits labor and sustaining capital accumulation and reproduction of the economy. As workers, they preferentially insert themselves into tasks of the daily reproduction of the middle and upper classes, contributing to sustain their lifestyles and patterns of consumption in a globalized world.

Resumo As modificações recentes nos padrões migratórios exibidos por diversas populações forçam-nos a buscar novos enfoques analíticos que possibilitem apreender teórico-conceitualmente esses processos. Acredita-se que as migrações podem ser melhor compreendidas se direcionarmos nossa atenção, simultaneamente, para as transições por que passam os indivíduos, as famílias e as populações como um todo. O objetivo deste trabalho é apresentar um arcabouço conceitual que condense os aspectos teórico-explicativos da relação da migração com as transições ocorridas ao longo do ciclo de vida individual, domiciliar e populacional. Busca-se integrar os pressupostos desenvolvidos por abordagens uniescalares em um mesmo arcabouço conceitual.

Abstract Recent changes in the migratory patterns exhibited by various populations ask for new analytical approaches that make it possible to grasp these processes theoretically and conceptually. It is believed that migrations can be better understood if we direct our attention simultaneously to the transitions that individuals, families and populations go through. The aim of this paper is to present a conceptual framework that condenses the theoretical-explanatory aspects of the relationship between migration and transitions that occur throughout the individual, household and population life cycle. Methodologically, we seek to integrate the assumptions developed by unique level approaches in the same conceptual framework.

Resumo O principal objetivo deste texto é examinar e discutir as tendências atuais das migrações e da mobilidade internacional, bem como as principais teorias que têm sido desenvolvidas para as explicar. Para além de um estado da arte sumário, o texto procura entrever o que pode suceder no futuro face às mudanças globais, seja uma continuidade e aprofundamento das tendências atuais ou, pelo contrário, uma alteração do paradigma. Apesar de o cenário mais provável ser a continuação do aumento dos movimentos, tudo vai depender do confronto entre os fatores estruturais e a agência individual. Se os primeiros apresentam, hoje, alguns sinais contraditórios, a segunda revela as numerosas possibilidades de ação de migrantes e não migrantes. Existem vários futuros possíveis, sendo que um deles - a transição para a mobilidade - foi teorizado por Zelinsky em 1971.

Abstract The main objective of this article is to examine and discuss the current trends of migration and mobility worldwide, as well as the main theories that have been developed to explain them. In addition to a brief state of the art, the article seeks to understand what can happen in the future in the face of global change, whether it is a continuation and deepening of current trends or, on the contrary, a paradigm shift. Despite the greater likelihood of a continuous increase in movements, everything will depend on the confrontation between structural factors and individuals’ agency. If the former present some contradictory signs today, the second reveals the numerous possibilities of action of migrants and non-migrants. There are several possible futures, one of which - the mobility transition - was theorized by Zelinsky in 1971.

Resumen A compreensão das fronteiras como dispositivos essencialmente obstrutivos, tal como transparece na imagem dos muros, representa apenas uma percepção simplista que, no entanto, tem sido amplamente disseminada. Fronteiras e muros não são duas maneiras de expressar um mesmo conceito. Suas funções são distintas: As fronteiras, diferentemente dos muros, não buscam primariamente impedir os intercâmbios, mas regular os trânsitos. No decorrer deste artigo são exploradas as razões normativas para o estabelecimento de um regime migratório solidário que ofereça uma alternativa à blindagem das fronteiras que atualmente predomina.

Abstract The understanding of borders as essentially obstructive devices, as reflected in the image of walls, represents only a simplifying perception that has nevertheless been successfully disseminated. Borders and walls are not two words for the same concept. The functions attributed to one and the other are different: the primary function of borders, unlike walls, is not to prevent exchanges, but to regulate transits. This article explores the normative reasons for establishing a supportive migration regime that offers an alternative to the current predominant border shielding.

Resumo Por meio de uma análise das principais produções do Comitê de Direitos Econômicos, Sociais e Culturais das Nações Unidas (CDESC), esse artigo intenta demonstrar o sólido regime de proteção aos migrantes, refugiados e solicitantes de refúgio emergido do Pacto Internacional de Direitos Econômicos, Sociais e Culturais (PIDESC). A metodologia consistiu de revisão documental, acrescida da participação individual ativa do autor no diálogo construtivo com os Estados partes do PIDESC, no desenvolvimento, elaboração, conclusão e aprovação oficial dessa produção, consubstanciada em documentos oficiais do CDESC na matéria.

Abstract This article presents an analysis of the United Nations Committe on Economic, Social and Cultural Rights (CESCR) main production, seeking to demonstrate the solid regime of protection for migrants, refugees and asylum seekers emerging from the International Covenant on Economic, Social and Cultural Rights (ICESCR). The methodology consisted of document review plus the author's active individual participation in constructive dialogue with ICESCR States Parties, in the development, drafting, conclusion and official approval of this production embodied in official CESCR documents.

Resumo A partir de dois casos de criminalização dos voluntários que ajudaram imigrantes irregulares em situações de perigo de morte, o artigo analisa o processo de inversão da consciência moral, que consiste em interpretar uma ação solidária como um crime de traição e atentado contra a segurança nacional. Para isso, a partir da noção de oferta de sacrifícios de vidas humanas aos deuses modernos, inicialmente proposta por Weber, estudaremos como os imigrantes em situação irregular são vistos como inimigos-criminosos “não-humanos”, que não merecem ajuda, e propomos o conceito de idolatria como chave de leitura em busca de caminhos de superação da insensibilidade social e das “guerras dos deuses”.

Abstract Based on two cases of criminalization of volunteers who helped illegal immigrants in life-threatening situations, the article analyzes the process of reversal of moral conscience, which consists in interpreting solidarity action as a crime of treason and an attack on national security. To this end, from the notion of offering human life sacrifices to the modern gods, originally proposed by Weber, we will study how undocumented migrants are viewed as unhelpful “non-human” enemy criminals and proposes the concept of idolatry as a key reading in search of ways to overcome social insensitivity and the "wars of the gods".

Resumo O presente artigo insere-se no bojo do debate em torno dos conceitos de memória, experiência, subjetividade e suas relações com a história oral. Com base em bibliografia especializada e na análise de fontes orais de migrantes/ocupantes da ocupação Fazenda Caveirinha, no final dos anos de 1970 e início de 1980 (na região noroeste da cidade de Goiânia-GO), identificamos e buscamos compreender a manifestação de uma recorrência de temporalidades comuns às falas de depoentes perpassadas por emoções e sentimentos de nostalgia e pelo sofrimento psíquico. Assim, as falas são analisadas como universo de valores e tradições, costumes e hábitos, experimentados e rememorados cotidianamente pelos sujeitos desse movimento social enquanto dimensões constitutivas e constituídas do e no mesmo.

Abstract The following article inserts itself in the bulge of the debate concerning concepts of memory, experience, subjectivity and their relations with oral history. Based on specialised bibliography and on the analysis of oral sources of migrants/occupants of Fazenda Caiveirinha, in the late 1970s and early 1980s (in the northwest region of the city of Goiânia-GO), we identify and seek to comprehend the manifestation of a recurrence of common temporalities in the speeches of deponents pervaded by emotions and feelings of nostalgia and by psychological distress. Thus, the talks are analysed as a universe of values and traditions, customs and habits, experienced and recalled daily by the subjects of this social movement as constitutive and constituted dimensions of the movement and in it.
