To publish original articles that contribute to the advancement of Public Health and related fields, such as epidemiology, nutrition, ecology and vector control, health and environment, public policies, health planning, management and assessment, social sciences and humanities in health, etc. |
Brief history
|
Cadernos de Saúde Pública (CSP) has been published since 1985 with support from the Sergio Arouca National School of Public Health, Oswaldo Cruz Foundation (ENSP/FIOCRUZ), Rio de Janeiro, Brazil. It also receives funding from the Brazilian National Research Council (CNPq), the Coordination for the Improvement of Higher Education Personnel (CAPES), and the Rio de Janeiro State Research Support Foundation (FAPERJ). It was published quarterly from 1985 (vol. 1) to 2000 (vol. 16) and bimonthly from 2001 (vol. 17) to 2005 (vol. 21). Since 2006, the journal has been published monthly. In January 2016, the journal became available only in its online version and currently adopts a continuous publication format. |

CSP adopts the Creative Commons Attribution 4.0 International (CC-BY 4.0) license. Requests for the use of different licenses will not be accepted, even when resulting from institutional ties of the authors. |
Open Access
|
CSP follows the Diamond Open Access model, enabling unrestricted virtual access (without financial barriers) to all scientific texts published by the journal. CSP uses the Creative Commons (CC-BY) Attribution 4.0 International license, enabling immediate free access and authorizing any end user to read, download, copy, distribute, print, search, or link to the full texts of articles, track them for indexing, transfer them as data to software, or use them for any other lawful purpose, provided that the original work is cited properly. |

Ethics in ublishing
|
The publication of articles that provide results of studies involving human beings is conditional to compliance with the ethical principles stipulated in the Declaration of Helsinki (1964, reformulated in 1975, 1983, 1989, 1996, 2000 and 2008) of the World Medical Association. Moreover, compliance with specific legislation (if any) of the country in which the study was conducted must be observed, informing the approval protocol of the Ethics Committee and its respective institution, when relevant. This information should constitute the last paragraph of the Methods section of the article.
Articles that present the results of studies involving human beings must contain a clear statement of compliance (this statement must constitute the last paragraph of the Methods section of the article). The CSP editorial board reserves the right to request additional information on the ethical procedures performed in the study |
Focus and Scope

CSP is intended for the publication of scientific articles that contribute to the production of scientific knowledge in the field of Public Health and related areas. The journal is also dedicated to fostering critical reflection and discussion on current and emerging issues related to public policies and factors that have repercussions for the living conditions and health care of populations. |

Assessment and peer-review process
|
All manuscripts submitted to CSP are carefully assessed by the editorial board, which is composed of the Co-editors-in-chief and Associate Editors, respecting the diversity of approaches, objects, and methods from different disciplinary perspectives that characterize the field. The article assessment system practiced by CSP comprises two steps. In the first, articles are assessed according to their pertinence to the scope of the journal, originality, methodological rigor, and the relevance of the topic. In this step, articles may be rejected or continue to the review process. In the second step, manuscripts are sent for peer review (double-blind system). Preferably, manuscripts are assessed by three reviewers who are specialists in their fields. The second step may involve several rounds of rewriting of the article. As a result, manuscripts may be recommended by the Associate Editor for publication or rejection. The final decision rests with the Co-editors-in-chief. Authors can appeal against any decision and, if the appeal is accepted, the article will be reassessed. Upon publication of the manuscript, the name of the editor in charge of coordinating the peer review process is informed. If the manuscript is approved for publication, the reviewers will have the option of disclosing their names with the article reviewed. Over the years, CSP has published editorials on topics related to the various current issues in public health as well as guidelines for readers and authors submitting manuscripts. Open Data
|
According to the new rules of the SciELO database (see below), information related to data availability will be mandatory in all published documents. “Given the growing importance of research data and its recognition as an original intellectual contribution – as well as the datasets underlying the documents – must be mentioned in published documents. The declaration of data availability in documents published in SciELO Brazil must be a practice for all journals indexed in the collection” (SciELO Publishing Schema). Upon submission, the author must select the option that best corresponds to the data available in the manuscript:
1. The databases used in the study, including extraction codes, analyses, and results, are available in a repository (provide link). This information will be included in the version of the article to be published by CSP. Publication of clinical trials Articles that present partial or complete results of clinical trials must be accompanied by the clinical trial registration number and registration entity. This requirement is in accordance with the recommendations of the Latin American and Caribbean Health Sciences Information Center (BIREME)/Pan American Health Organization (PAHO)/World Health Organization (WHO). Clinical trial registries must follow the guidelines of the WHO and the International Committee of Medical Journal Editors (ICMJE). Charging fees
|
CSP does not charge any fee for submission or publication of articles in its regular issues, but may charge for each figure/table/box that exceeds the maximum number of illustrations permitted per section. In this situation, authors whose manuscript has been approved by the editorial board for scientific merit must bear the additional costs of publication. The amount to be paid will be calculated for each illustration exceeding the maximum limit. Composite figures are counted separately, i.e., each component is considered a separate figure. Payment should be made only after the approval of the manuscript |
Ethics and misconduct policy, errata, and retraction
|
CSP is affiliated with the COPE and adopts the precepts of integrity in research recommended by this organization. We also follow the precepts determined by the ICMJE with regards to integrity in research and authorship criteria. The CSP editorial board reserves the right to request additional information on the ethical procedures performed in the study. All content in the manuscript is the responsibility of the authors, as attested at the time of approval of the proof. When the journal is contacted after publication for a correction to be made in the article, we first determine whether the mistake was on the part of the journal or on the part of the authors. In both cases, it will be necessary to publish an errata. When the mistake is the responsibility of the authors, the journal charges a fee to cover the technical costs of publishing the errata, since that authors signed documentation approving the manuscript proof. In cases of retraction, the same ethical precepts are followed in accordance with the COPE policy. |
Policy on Conflict of Interest
|
Authors must disclose any potential conflict of interest, including political and/or financial interests associated with the execution of the study, patents or ownership, the provision of materials and/or inputs and equipment used in the study by the manufacturers. Authors who have ties to public or private organizations that contributed to the funding of the study or access to restricted-use data must declare the existence of a conflict of interest. The reviewers and associate editors may also express any conflict of interest that they have in reviewing the manuscript. This may be informed at the time that they receive the request for the review. |
Adoption of similarity verification software
|
All texts approved by the CSP editorial board are checked in the Turnitin software for similarity and plagiarism. When identified, we notify the authors, determining whether the text should be removed or simply adjusted, on a case-by-case basis. |
Adoption of software and use of artificial intelligence (AI) resources
|
The use of generative AI and AI-assisted technologies in the process of writing scientific articles with the aim of improving the readability and language of the work is acceptable, indicating the application used. The application of the technology must be done with human supervision and control and the authors must carefully review and edit the results, as they are responsible for the content of the work.
Authors should not list AI or AI-assisted technologies as an author or co-author, nor cite AI as the author. Authorship of a scientific paper implies responsibilities and tasks that can only be assigned to and performed by humans. Each (co)author is responsible for ensuring the accuracy and/or integrity of any part of the work, agreeing to its submission, and approving the final version of the work. Declaring the use of these technologies supports transparency and trust among authors, readers, reviewers, editors, and contributors, and facilitates compliance with the terms of use of the tool or technology. Use of generative AI and AI-assisted tools in tables, boxes and figures
|
The use of generative AI or AI-assisted tools to create or modify tables/figures/boxes in submitted manuscripts is not permitted. A single exception occurs if the use of AI or AI-assisted tools is part of the project or research methods, which must be duly described in a reproducible manner in the Methods section. |
Sex and gender issues
|
The CSP editorial board as well as the authors who publish in the journal must always observe the guidelines on Sex and Gender Equity in Research (SAGER). The SAGER guidelines comprise a set of recommendations that guide the reporting of information on sex and gender in study design, data analysis, and the interpretation of the findings for authors, reviewers, and editors. Moreover, the CSP observes the gender equity policy in the formation of its editorial board. |
Ethics committee
|
In all manuscripts, the authors must inform the institution of the ethics committee that approved the study and include the process number of the approval document in the Methods section of the manuscript. |
Copyright
|
Authors of manuscripts published in CSP retain the copyright of their works, licensing them under the Creative Commons (CC-BY) Attribution 4.0 International license, which allows texts to be reused and distributed without restriction, provided that the original work is cited properly. The authors grant the journal the right of first publication under the CC-BY 4.0 license. |
Intellectual Property and Terms of Use
|
For the publication of manuscripts, authors must sign the declaration of Proof Approval and the Copyright Tranfer (Scientific Publication), as well as the verification of the Terms and Conditions for Publication. These documents are forwarded to the corresponding author after the technical standardization stage. Upon the signature of the corresponding author on the Proof Approval document and the signature of all authors on the Copyright Tranfer (Scientific Publication), the manuscript will be scheduled for publication. CSP encourages authors of approved manuscripts to disseminate, self-archive, and republish on their personal blogs, institutional repositories, and scholarly social media as well as post on their personal social media after publication in CSP, provided that the full citation of the CSP website version is included. All content of the journal and articles published by CSP are licensed under the Creative Commons (CC-BY) Attribution 4.0 International license, except where specified otherwise. |

We recommend that authors carefully read the instructions before submitting articles to Cadernos de Saúde Pública (CSP). As the abstract of the article achieves greater visibility and distribution than the article itself, we recommend carefully reading the specific recommendations for the writing of this section (read more). CSP accepts work for the following sections: Perspectives: analyses of current issues of immediate interest and of importance to collective health (maximum: 2,500 words); Debate: analysis of relevant topics in the field of public health, accompanied by critical comments signed by authors at the invite of the publishers, followed by a response from the author of the main article (maximum: 6,000 words and 5 illustrations); Thematic Section: this section is intended for the publication of 3 to 4 articles on a common topic relevant to public health. Those interested in submitting papers to this section should consult the publishers; Review: critical review of the literature on topics relevant to public health (maximum: 8,000 words and 5 illustrations). CSP accepts systematic reviews, scoping reviews, and narrative reviews. All reviews must be submitted in English. Systematic reviews must have their protocol published or registered in a systematic review registry, such as PROSPERO (read more). Editorial 37(4) describes the editorial policy on reviews; Essay: an original text that develops an argument on a well-defined topic, which can be up to 8,000 words and 5 illustrations (read more); Methodological Issues (read more): articles focused on the discussion, comparison, or assessment of methodological aspects important to the field – whether related to study design, data analysis, or qualitative methods (maximum: 6,000 words and 5 illustrations); articles on epidemiological measurement instruments must be submitted to this section, preferably obeying the rules of a short communication (maximum: 2,500 words and 3 illustrations); Article: results of empirical research (maximum: 6,000 words and 5 illustrations). Among the different types of empirical studies, we give two examples: an etiological research article in epidemiology (Editorial 37(5)) and an article using qualitative methods; Brief Communication: reporting of preliminary research results or results of original studies that can be presented succinctly (maximum: 2,500 words and 3 illustrations); Letters: comments on an article published in a previous issue of CSP (maximum: 1,400 words); Book Review: a critical analysis of a book related to public health published in the last two years (maximum: 1,400 words). Book reviews should include the title and bibliographical references as well as an analysis of the work within the broader field in which it is situated, not restricted to a presentation of its content as a unique work or its chapters as an organized work. The effort is to offer an analysis of the limits and contributions; therefore, it may be necessary to engage authors and political scenarios to produce the analysis, critique, and presentation of the work. The focus on its main concepts, categories, and analyses may be a desirable path for contribution of the review as a critical analysis, see Editorial 37(10). Authors' Contribution

The individual contributions of each author to the article must be specified in the submission language. Authorship criteria must be based on the ICMJE deliberations, which determine that authorship recognition is based on substantial contribution related to the following aspects: 1. Conception and design or data analysis and interpretation; 2. Writing of the article or critical review for relevant intellectual content; 3. Final approval of the version to be published; and 4. Being responsible for all aspects of the work in ensuring the accuracy and integrity of any part of the work. These four conditions must be fully met. All authors must provide their ORCID registration number when registering authorship of the article. Authors without registration will not be accepted. The authors retain copyright of the work, granting CSP the right of first publication, in accordance with the Creative Commons (CC-BY) Attribution 4.0 International License. We recommend reading Editorial 34(11), which addresses rules and policies regarding the authorship of scientific articles in CSP. |
Manuscript Submission Formats
|
CSP publishes only original articles that have not been published previously and are not simultaneously under review at any other journal. The authors must declare these conditions during the submission process. If simultaneous publication or submission to another journal is identified, the article will be rejected. The simultaneous submission of a scientific article to more than one periodical constitutes a serious ethical breach on the part of the author. There are no fees for the submission, assessment, or publication of articles. In cases of an excess of illustrations, a fee will be charged if the article is approved. Contributions in Portuguese, English, or Spanish will be accepted. Footnotes, end of page notes, and appendices will not be accepted. The file containing the article text must be in DOC or DOCX (Microsoft Word), Rich Text Format (RTF) or Open Document Text (ODT) format and must not exceed 1 MB. The word count includes only the body of the text and bibliographic references. All content of the text and illustrations are the responsibility of the authors. Texts published in CSP receive a DOI number. Box: intended to present the qualitative and textual content information of the article arranged in rows and/or columns. Tables: intended to present the quantitative information of the article. All authors of articles accepted for publication will be automatically included in the CSP consultant database, thus committing to being available to review submitted articles on topics related to that of the published article.

For submission:
The file with the body of the text must contain only the text and bibliographic references in Times New Roman font, size 12, margins of 2 cm, and spacing of 1.5cm. Separately, authors must send the text file (DOC, DOCX, RTF, ODT, TXT) with all the titles and captions of the figures. Tables and Boxes must be sent in text file. Tables can be up to 17 cm wide, portrait format, with Times New Roman font, size 9. Each piece of data must be inserted into a separate cell. Never include more than one piece of information within the same cell. We do not accept broken tables. The information must be in continuous format. All tables may be sent in a single file. Equations and Formulas: mathematical equations and formulas must be developed directly in the editors (Math, Equation, Mathtype, or others that are equivalent). Equations and formulas in image form will not be accepted. Upon approval of the manuscript, the technical team will contact the corresponding author requesting the figure files in the standard format for publication (subsequently described). |
Citations and References

References must be numbered consecutively according to the order in which they are cited in the text and must be identified by superscript Arabic numerals (e.g., Silva 1). References cited only in tables, boxes and figures must be numbered starting with the number of the last reference cited in the text. Cited references must be listed at the end of the article in numerical order, following the general guidelines of the Uniform Requirements for Manuscripts Submitted to Biomedical Journals. References in footnotes or at the end of the page will not be accepted. All references must be presented properly and completely. The accuracy of the information contained in the reference list is the responsibility of the author(s). When using bibliographic reference management software (e.g., Zotero), the author(s) must convert the references to text. Self-citations in the text should be restricted to cases in which they are absolutely indispensable to support the central ideas and methods. We stress that several works from the same research group should not be cited, only the most representative reference. Submission process (online)

Articles must be submitted electronically through the CSP-OJS system. If you have any questions, contact the CSP-OJS support system through the following email address: cadernos@fiocruz.br. Access to the system is gained through the main page of CSP using a previously registered username and password. New users of the system must register. Before proceeding, it will be necessary to validate your account by clicking the link sent to your registered email address. Beginning the submission process The first step of the submission process consists of filling out the Submission Language, Section, and Privacy Consent fields. Next, information on the submission procedures and compliance with the rules of the journal is provided. Information about preprints will facilitate the review process. The use of artificial intelligence tools is new and has ethical implications that must be considered.
(1) Details Keywords (minimum of 3 and maximum of 5): must be included in the Health Sciences Descriptors/Virtual Health Library (DeCS/BVS) database in the original language of the article. Each keyword must be entered separately (press “Enter” after typing each one). Abstract: all submitted articles must have an abstract in the original language, with a maximum of 280 words. CSP will perform the translation of the abstract for publication in the three languages for approved articles. At the end, click on Continue. Thematic issue code: must be filled in only for texts submitted for review and publication in the Thematic Issue.

Confirmation of submission After the completion of the submission, the authors will receive an email message from CSP confirming the receipt of the article. If you do not receive the confirmation email within 24 hours, please contact the CSP editorial office at the following email address: cadernos@fiocruz.br. Accompanying the review process of the article Authors can accompany the editorial flow of the article through the CSP-OJS system. Decisions regarding the article will be communicated via email and made available in the CSP-OJS system. Contact with the CSP editorial office must be made through the CSP-OJS system. Sending new versions of the article New versions of the article should be sent using the restricted article management area of the CSP-OJS system, accessing the submission section and using the View link. In the Revisions box, click Send File and upload all files that comprise the new version, including the letter explaining the changes. The Title and Abstract must be updated in the Publication tab, only in the language of the manuscript. Note: Do not forget to mark any changes made to the Title and Abstract. Approval Texts assessed and pre-approved by the CSP editorial board will be sent for final review: number of illustrations, verification of supplementary material and plagiarism. Proof The author will receive an email describing the availability of access to the proof and declarations. Authors must access the system link using the username and password already registered on our website. The files will be available in the Production Discussions box.
Important information for sending corrections on the proof:
The proof sheet has line numbering to facilitate the indication of any typographical corrections; Declarations signed by the authors and corrections to be made must be submitted via the CSP-OJS system within 72 hours. Nomenclature The rules of zoological and botanical nomenclature as well as abbreviations and conventions adopted in specialized disciplines must be observed. Acknowledgments Institutions that in some way made the execution of the study possible (e.g., through funding) and/or individuals who collaborated on the study but did not meet the criteria of co-authorship may be mentioned in the acknowledgments. Mentions of identified individuals must be accompanied by a letter of awareness and authorization. |
Supplementary documents

The CSP Editorial Board reserves the right to request additional information on the ethical procedures performed in the study during the review and technical standardization process. In the case of previously published illustrations (tables/boxes/figures), CSP requests authorization from the authors for republication. |
Financing Statement
|
Authors must declare all sources of funding or support – institutional or private – for the study. This information must be included in the Acknowledgments section of the manuscript. Suppliers of materials or equipment – whether free of charge or at a discount – should also be described as sources of funding, including the origin (city, state, and country). In the case of studies carried out without institutional and/or private financial resources, the authors must declare that the study did not receive any funding for its execution. |
