Brief history

The journal ‘Saúde em Debate’, created in 1976, is a publication of the Brazilian Center for Health Studies (CEBES), initially available in print (ISSN 0103-1104) and, from 2014, in an online version (ISSN 2358-2898). It follows a continuous flow modality, maintaining the organization in regular quarterly (online) and special thematic (online) issues, which can be printed upon specific demand. About the publisher CEBES is a non-profit social organization, created in 1976, with the motto "health is democracy, democracy is health", which reflects the close connection between the struggle for a just and democratic society and the defense of the right to health as a fundamental human right. Since its inception, the entity has been concerned with the production and dissemination of scientific knowledge that would contribute to debates on the health problems of the population, health policy, and the construction of universal, comprehensive, and egalitarian health systems. In this sense, he was a central protagonist of the Health Reform Movement (MRS) and the creation of the Unified Health System (SUS) in Brazil. ‘Saúde em Debate’ has become the main vehicle for disseminating the thought of the Brazilian Health Reform (RSB). Throughout its five decades, it has remained a space for the dissemination of critical thinking about collective health, health policy, and the advances and challenges faced by universal health systems, nationally and internationally. With this, CEBES has contributed to the formation of a network of activists with the potential to influence and operationalize health policies. Updates and history ‘Saúde em Debate’ is the first Brazilian scientific journal in the field of public health. It is among the national journals that publish the most analyses of health policies, stimulating debate on current problems in health systems and major issues in national and international health. It is recognized as one of the main vehicles for disseminating RSB thought and as a field of academic study, including dissertations and theses. The journal has implemented a permanent qualification process for the editorial team, with participation by editors and technical staff in events, courses, and training, especially offered by the Scientific Electronic Library Online (SciELO) and the Brazilian Association of Scientific Editors (Abec). The journal follows the Open Access model, allowing free, virtual access to all published texts without any restrictions (including financial ones). Open Access is the condition in which the copyright holder of an academic work grants rights of use to third parties using an open license (Creative Commons Attribution, CC-BY), (Creative Commons Attribution, CC-BY), allowing immediate free access to the work and authorizing any user to read, download, copy, distribute, print, search or link to the full texts of the articles, crawl them for indexing, pass it as data to software or use it for any other lawful purpose. |
Open Science Compliance

‘Saúde em Debate’ adopts the Golden Open Access policy, with articles available for free, full access on the internet. Authors, at the time of submission, must complete the Form on compliance with Open Science and upload it to the OJS system during the file upload step, under ‘Components of the article, Complementary document’. |
Ethics in Publication
|
The journal follows the Recommendations for the preparation, writing, editing, and publication of academic papers in medical journals, of the International Committee of Medical Journal Editors (ICMJE). It adopts the international guidelines of scientific integrity, such as the recommendations of the codes of ethical conduct in publication and good editing practices of the Committee on Publication Ethics (COPE). In addition, it follows the guidelines of the ‘SciELO Guide of Good Practices for Strengthening Ethics in Scientific Publishing’ and the ‘Principles of Transparency and Good Practices in Academic Publications’ recommended by the Directory of Open Access Journals (DOAJ) ‘Saúde em Debate’ does not admit plagiarism (presenting phrases, ideas, concepts or theories as if they were one’s own, that is, without citing the original author), self-plagiarism (using, in whole or in part, one’s own texts already published as if they were unpublished) and duplicate publication (presenting a manuscript that substantially overlaps with one already published). He points out that plagiarism is a crime under the Brazilian Penal Code. Manuscripts that adopt such practices are rejected. Articles derived from academic works (dissertations and theses) deposited in institutional repositories do not constitute self-plagiarism. The deposit of theses and dissertations in institutional repositories does not compromise originality and should be recognized as a legitimate part of scientific communication. The journal reaffirms its commitment to Open Science, advocating editorial policies that ensure transparency, value the disclosure of manuscript origins, and strengthen public dissemination of scientific knowledge. The publication of articles reporting the results of research involving human beings is subject to compliance with the ethical principles contained in the Declaration of Helsinki and with the specific legislation of the country where the research was carried out. Research carried out in Brazil must follow the ethical principles established in Resolutions No. 466/2012 and No. 510/2016 of the National Health Council (CNS) and be accompanied by a copy of the Research Ethics Committee (CEP) approval opinion. Research involving animals must follow international ethical principles and Resolution No. 30/2016 of the National Council for the Control of Animal Experimentation (CONCEA). It must present a document of approval from the CEP Animal. In any case, all information must be recorded in the ‘Material and methods’ section, including the number of the approval opinion of the respective Committee. ‘Saúde em Debate` supports the clinical trial policies of the World Health Organization (WHO) and the International Committee of Medical Journal Editors (ICMJE). Therefore, clinical research must report this information in the ‘Material and methods’ section. |
Focus and Scope

‘Saúde em Debate’ publishes manuscripts that contribute to scientific knowledge and practice in the field of public health, especially those that incorporate the dimensions of health policy, planning, and/or management into their objects. It is aimed at the academic community, health workers, managers, other social policy actors, social movements, and the general population. |

The journal is part of the SciELO Network and adheres to the standards defined in the SciELO Program’s Digital Preservation Policy. SciELO uses the infrastructure of the Carinian Preservation Network, Lockss for the preservation of its collections. Currently, publications from 2011 onwards are available in SciELO. Preprints
|
‘Saúde em Debate’ accepts preprint articles as long as they have not been submitted to another journal and are deposited on recognized servers, such as SciELO Preprints, bioRxiv, medRxiv, OSF Preprints (SocArXiv, PsyArXiv), Research Square. A preprint is defined as a manuscript ready for submission, deposited on trusted servers before or in parallel with submission to a journal. This practice aligns with continuous publication as a mechanism to accelerate the dissemination of research results. Preprint articles receive the same treatment as articles deposited directly in the journal, except for the impossibility of maintaining the anonymity of the authors in the peer review process. |
Manuscript evaluation process
|
The online submission platform of ‘Saúde em Debate’ is OJS. It is a complete scientific journal workflow management system that includes: submission, peer review, production, and publication. The review process depends on the availability of associate editors and reviewers, so that the final decision can take up to 120 days. Initial assessment All submitted manuscripts undergo an initial evaluation, carried out by an editor-in-chief, in which language, originality, relevance, timeliness, scope, and adherence to the editorial policy are considered. Manuscripts that do not meet these requirements will be rejected. Technical review Manuscripts not rejected in the initial evaluation undergo technical review, in which documentation and compliance with the journal’s standards are analyzed. The technical opinion is attached to the OJS system and sent to the authors, along with the evaluators’ opinions. Peer review Manuscripts that are still in the evaluation process are sent to an associate editor, who analyzes them and can suggest their rejection or appoint reviewers according to the theme and expertise, who must issue their opinion based on the script available in the system, and may suggest approval, rejection, or recommend changes to the text. If there is a divergence between the reviews, the manuscript is forwarded to a third reviewer. Based on the opinions received, the associate editor recommends acceptance, rejection, or reformulation of the manuscript. In the case of a request for reformulation, the authors must return the revised manuscript within 15 days, which can be extended at their request. If there is no manifestation of the authors within the established period, the manuscript is excluded from the system. The version corrected by the authors is analyzed by the associate editor, who may decide to accept the manuscript (if they consider that all the reviewers’ recommendations have been met) or create a second round of evaluation to issue new reviews, which may indicate acceptance, rejection, or request for new corrections, and so on until the final decision. The associate editor is also responsible for reading and approving the final version of the diagrammed manuscript. In line with the principles of Open Science, ‘Saúde em Debate’ publishes, at the end of the approved manuscript, the name, institutional affiliation, and the ORCID of the associate editor responsible for evaluating the article ‘Saúde em Debate’ adopts three types of peer review:
Editorial decision The editors-in-chief have full authority to decide on the final acceptance of the work and the changes made. Additions or modifications after the final approval of the work are not allowed. After the manuscript is accepted, the technical team will provide guidelines and make referrals for editorial production, which includes: standardization, spelling and grammar review, translation, layout (PDF and XML), and submission to the databases. This process can take up to 60 days. Internal submissions Editorials published in regular issues and presentations published in special thematic issues are not submitted to peer review; however, they are reviewed and approved by the journal’s Editorial Committee. |
Open Data
|
‘Saúde em Debate’ encourages authors to make all research data (database, methods, codes, and other materials used and resulting from the research) available in reliable Open Access repositories. It has a SciELO Data page for authors to deposit their research data, accessible at: https://data.scielo.org/dataverse/brsdeb. Fee collection
|
Submission fee ‘Saúde em Debate’ does not charge submission fees. Publication fee A publication fee of R$ 1,000 (updated in February 2026) is charged. The value of manuscripts approved for the interview and review sections is R$ 800. The Editorial Committee will evaluate requests for a discount or exemption from the publication fee. Other costs Additional costs refer to: 1) spelling and grammar review (mandatory), carried out by a specialized professional, with the authors being allowed to choose a reviewer from the list provided by the journal; 2) translation into English, Spanish, and/or Portuguese (optional), based on a list of translators indicated by the journal. In both cases, the negotiation must take place between the authors and the reviewers/translators. |
Ethics and misconduct policy, errata, and retraction
|
‘Saúde em Debate’ is committed to ethical principles and transparency in research and scientific communications. It follows the ICMJE guidelines and recommendations for the preparation, writing, editing, and publication of academic papers. It adopts, in its editorial processes, the principles of transparency and good practices in academic publications of COPE, including procedures for addressing errors or misconduct in research and scholarly communication, as well as the ‘Guide of good practices for strengthening ethics in scientific publishing’ of the SciELO Network. Errata ‘Saúde em Debate’ adopts the policy of post-publication corrections in accordance with SciELO’s ‘Guide for Registration and Publication of Errata’, ensuring the accuracy and transparency of the scientific record. Corrections, through errata, can occur when scientific, factual, or editorial errors are identified that do not invalidate the central content of the article, but that require updating or adjustment to ensure the accuracy of the information. The authors, editors, or readers may make the request and must send it to the journal’s official e-mail address (revista@saudeemdebate.org.br), including a detailed description of the error and the proposed correction. After editorial evaluation, the correction is published as an erratum, keeping the original manuscript and recording the change at the end of the text, with a link via Digital Object Identifier (DOI). Retractions ‘Saúde em Debate’ adopts strict guidelines to prevent and identify possible misconduct in research. The retraction will be made when there is proof of a serious error that compromises the results or conclusions of the study, as well as in cases of fraud, fabrication, or manipulation of data, plagiarism, redundant publication, or ethical violations related to research with human beings or animals. The Editorial Board investigates in accordance with the COPE guidelines. Once the irregularities are confirmed, the final decision for retraction is made by informing the authors. Two types of retraction are possible: 1) total retraction: cancels all content of the published document; 2) partial retraction: cancels part of the content of the published document. The journal clearly explains the reason for the retraction in a text that includes the full citation of the document as specified in the journal’s bibliographic standard. |
Conflict of interest policy
|
Conflicts of interest can occur when authors, reviewers, or editors have interests that may have influenced the preparation of the manuscript and/or influenced the evaluation process. By submitting the manuscript, authors are responsible for acknowledging and declaring financial or other conflicts that may have influenced the work. Examples of conflicts of interest include employment relationships, consulting, financing received, equity participation in companies, honoraria, testimony by paid specialists, and patents, among others. If there is, even potentially, a conflict of interest, the author(s) must disclose it on the cover page attached to the system at the time of submission. Likewise, reviewers must inform the editor in charge of any conflict of interest that may influence the analysis of the manuscript, declaring themselves unable to decide on it. When an editor has a conflict of interest, they should delegate the decision to other editors. Adoption of Similarity Checking Software
|
The manuscripts received undergo plagiarism detection software during the technical evaluation, and a report is issued. ‘Saúde em Debate’ uses the Crossref Similarity Check software integrated with iThenticate. Authors can be asked about the information identified by the tool to ensure the originality of the manuscripts and to reference all the sources used. If plagiarism is proven, the manuscript is rejected. Articles derived from academic works (dissertations and theses) deposited in institutional repositories do not constitute self-plagiarism. The deposit of theses and dissertations in institutional repositories does not compromise originality and should be recognized as a legitimate part of scientific communication. ‘Saúde em Debate’ reaffirms its commitment to Open Science, advocating editorial policies that ensure transparency, value the declaration of the origin of manuscripts, and strengthen the public dissemination of scientific knowledge. |
Adoption of software and use of Artificial Intelligence resources
|
The editorial team informs that it does not use generative Artificial Intelligence (AI) tools in the editorial process. However, ‘Saúde em Debate’ recognizes that AI can be used as an auxiliary tool in research activities. The journal allows authors to use AI (LLMs, chatbots, or image generators) for the following purposes: linguistic revision, grammar correction, and textual organization. The use of AI must be recorded in the ‘Material and methods’ section, stating the name of the tool and the reason for use. The use of these technologies should be carried out under the supervision of researchers, with authorship remaining exclusively human, in accordance with the ICMJE criteria and the recommendations of the World Association of Medical Editors (Wame). If the use of an AI application is found during the similarity analysis and this was not adequately informed, the manuscript will be automatically disregarded for publication. |
Sex and gender issues
|
The editorial team of ‘Saúde em Debate’, as well as the authors who publish in it, must follow the Sex and Gender Equity in Research (SAGER) guidelines. The SAGER guidelines provide guidance on the reporting of sex and gender information in study design, analysis, and the interpretation of results. In addition, the journal adheres to the gender equity policy in the composition of its editorial board. It ensures that the evaluation and decision-making processes are conducted with impartiality, transparency, and respect for the plurality of knowledge, identities, and experiences. No manuscript is rejected outright based on the authors’ characteristics, such as skin color, ethnicity, nationality, religion, sexual orientation, gender identity or expression, disability, socioeconomic status, age, political position, or any other discriminatory factor. The journal encourages the publication of articles that address social inequalities in health. It reaffirms its commitment to expanding access to content, in line with the principles of Open Science and good editorial practices. |
Research Ethics Committee
|
Authors must attach, at the time of submission, proof of approval of the CEP of the institution responsible for approving the research. All research conducted with human beings must obtain the consent of its participants or their legal guardians, who must know the objectives of the research and the potential risks and benefits. They must be provided with the researchers’ contact details and guaranteed the option to withdraw from the study at any time. The way to obtain the Informed Consent Form and its content must be analyzed and approved by the CEP. |

In case of publication of the manuscript in ‘Saúde em Debate’, the authors maintain the copyright over it, allowing, through the Creative Commons Attribution BY 4.0 License, that it be used and distributed without restriction as long as the original work is correctly cited. RESPONSIBILITY OF THE SITE The ‘Saúde em Debate’ website guarantees the integrity, credibility, and ethics of the information and publication processes, keeping editorial policies up to date. It adheres to COPE’s ethical guidelines, ensuring the validity and scientific relevance of published texts, and follows the General Data Protection Law in Brazil, ensuring the protection of the personal data of its users (authors, reviewers, and readers). ‘Saúde em Debate’ reserves the right to make normative, spelling, and grammatical changes to the originals, to maintain the cultured standard of the language, respecting the style of the authors. RESPONSIBILITY OF THE AUTHOR Authors of articles published by ‘Saúde em Debate’ maintain the copyright of their works, granting the journal the right of first publication, licensing them under the Creative Commons Attribution License (CC BY 4.0), which allows articles to be reused and distributed without restriction as long as there is recognition of authorship and initial publication in this journal. The opinions expressed by the authors of the articles are their sole responsibility. ‘Saúde em Debate’ encourages authors to self-archive their accepted manuscripts by publishing them on personal blogs, institutional repositories, and academic social media, as well as posting them on their personal social media, as long as the full citation of the version available on the journal’s website is included. Authors are responsible for ensuring the originality, accuracy, and integrity of manuscripts submitted to ‘Saúde em Debate’, ensuring that the research has been conducted and reported ethically and transparently. Submissions must follow the journal’s editorial guidelines and observe international standards of good scientific practices, such as those established by ICMJE and COPE. Compliance with these principles is fundamental for the credibility of the publication and for the reliability of the knowledge produced in the field of health. They must also promptly respond to requests from the Editorial Committee or evaluators, clearly and within the established deadlines, and provide clarifications or complementary materials when requested. Immediately communicate to the editorial board any relevant error identified in the article, before or after publication, collaborating with the issuance of errata, retraction, or other measures necessary to preserve scientific integrity. RESPONSIBILITIES OF TWO EDITORSEnsure that the peer review process guidelines remain up to date and transparently available, so that authors and reviewers are clearly informed about the procedures, criteria, and responsibilities involved in the editorial process. Ensure compliance with evaluation and publication deadlines to promote agility and efficiency throughout the editorial process. Ensure that the decision on the acceptance or rejection of an article is based exclusively on academic criteria, methodological rigor, and scientific relevance. Establish and maintain effective mechanisms to identify, prevent, and manage conflicts of interest involving authors, reviewers, and editorial members. Treat all submissions with equity, free from discrimination by gender, nationality, institutional affiliation, academic position, or any other factor unrelated to scientific merit. Act diligently and promptly when faced with suspicions of academic misconduct, plagiarism, data manipulation, or other irregularities, and follow the appropriate ethical procedures. Ensure editorial independence, ensuring that personal, institutional, economic, or political interests do not influence decisions on evaluation and publication. Confirm that all approved texts are in accordance with internationally accepted ethical principles for research, authorship, data integrity, and scholarly communication.
Maintain accessible channels for receiving and forwarding complaints, queries, or disputes from authors, evaluators, and readers, promoting transparency and editorial responsibility. Develop scientific dissemination strategies to expand the journal’s visibility and social reach, promote its content across platforms, and strengthen public access to the knowledge it produces. RESPONSIBILITIES OF THE EVALUATORS
Check if the manuscript is aligned with your area of expertise and, if not, inform the editorial board so that another reviewer can be appointed. Maintain openness to new approaches, methods, and perspectives, evaluating them with equity and respect for the epistemological diversity of public health, recognizing the dynamic character of science and the value of innovative contributions. Comply with the agreed deadlines and promptly communicate to the Editorial Committee any impediment, contributing to the fluidity and predictability of the editorial process.

Sponsors and funding agencies

‘Saúde em Debate’ does not work with ads and publicity. CEBES grants scholarships to support the journal’s technical team. We submit projects to calls for Editorial Programs of CNPq and other development agencies in Brazil to ensure the journal’s financial sustainability. In addition, ‘Saúde em Debate’ publishes special thematic issues financed through institutional partnerships. The Editorial Committee evaluates the proposal for thematic issues and, if approved, an open call is made for the collection of manuscripts. The process for submitting and assessing manuscripts follows the same criteria as for regular issues; in this case, authors are exempt from the publication fee.

‘Saúde em Debate’ accepts submissions of unpublished works – in Portuguese, English, and Spanish – that have academic quality, social relevance, theoretical and methodological contributions, and that are in line with the scope of the journal. Manuscripts written in English, if approved, must have the final version translated into Portuguese. The evaluation process of manuscripts submitted to ‘Saúde em Debate’, in any of the modalities foreseen, goes through peer review, with academic merit being the criterion used in all phases of evaluation. In the case of preprint submission, the author must inform, in the Open Science Compliance Form, the number of the assigned DOI and the name of the server where it was deposited. The communication of the submission of the manuscript in preprints must be made to the journal even if the deposit occurs after its submission. ‘Saúde em Debate’ adopts the open data policy, encouraging authors to make all research data (database, methods, codes, and other materials used and resulting from the research) available in reliable Open Access repositories (view List of repositories for storing research data). If the data are available, the repository should be noted in the Open Science Compliance Form and cited in the text and references, preferably with a persistent identifier such as a DOI (see the ‘Research Data Citation Guide’). Accepted document types

In all types of papers, the maximum number of words includes the body of the text and the references (a maximum of 35 references and 50 references for review articles). The following are not included in the count: title, abstract, keywords, tables, charts, figures, and graphs. Original article Contributions aimed at the dissemination of original and unpublished research results, of an empirical or theoretical nature, with the potential for replication and/or generalization. The manuscript cannot exceed 6 thousand words. Review It comprises submissions that carry out a critical review of the literature on topics of interest to public health, with a detailed presentation of the review method used, including search, selection, classification, registration, and the protocols adopted. Systematic reviews, meta-analyses, integrative reviews, and scoping reviews are accepted. The manuscript cannot exceed 8 thousand words. Essay It consists of a critical analysis of a specific topic relevant to the conjuncture of Brazilian and/or international health policies. Its structure is flexible, but it must maintain coherence between sections. The argumentation must be supported by theoretical references and/or published empirical work. The manuscript cannot exceed 7 thousand words. Opinion article Text of an argumentative and interpretative nature, in which the author presents his point of view on a current topic of scientific, social, or political relevance. The manuscript cannot exceed 7 thousand words. Experience report Description of academic, care, or extension experiences, with up to 5 thousand words that contribute significant contributions to the area. Critical review Reviews of books of interest to the area of public health are at the discretion of the Editorial Committee. Texts must present an overview of the work's content, its theoretical assumptions, and the audience to which it is addressed, with a maximum length of 1,200 words. The high-resolution cover must be sent through the journal’s system. Interview Text produced by at least two people, in which the interviewee is always the first author, with a maximum of 7 thousand words. |
Authorship contributions
|
The journal accepts up to seven authors per manuscript. Exceptionally (in the case of multicenter research), more authors may be included, whose requests must be included in the letter to the editor who will analyze the relevance of the request. Authorship lends credence to the work and has important academic, social, and financial implications. The individual contributions of each author in the preparation of the article must be specified according to the https://credit.niso.org/ taxonomy and other authorship criteria recommended by the ICMJE, which determines that the recognition of authorship is based on substantial contribution, contemplating the following aspects:
These four conditions must be fully met. The contribution of each of the authors must be explained in the Statement of Responsibility, copyright, and authorship, signed by all authors and sent at the time of submission in the system. Information on the participation of each author, with their respective ORCID, will appear at the end of the manuscript, in the item ‘Authorship contributions’. People who have contributed to the research, but do not meet these requirements, cannot be considered authors, but must be acknowledged and included in the ‘Acknowledgments’. |
Preparation of the manuscript
|
When preparing manuscripts, authors should be guided by the recommendations of the ICMJE and follow the scientific writing guidelines for each type of research, available on the Enhancing the Quality and Transparency of Health Research (EQUATOR) website. Such guidelines aim to ensure quality and transparency in the publication of health research. For all types of quality improvement studies, see the guide ‘Revised Standards for Quality Improvement Reporting Excellence’ (SQUIRE 2.0 – checklist); Randomized controlled trial, using the guide ‘Consolidated Standards of Reporting Trials’ (Consort – checklist); Observational studies, consult the guide ‘Strengthening the reporting of observational studies in epidemiology’ (STROBE – checklists); Qualitative studies, use the guide ‘Consolidated Criteria for Reporting Qualitative Research’ (COREQ); Systematic review, meta-analysis, meta-synthesis and integrative review, use the guide ‘Preferred Reporting Items for Systematic reviews and Meta-Analyses’ (PRISMA - checklist e flow chart) and its extensions (PRISMA for Search; PRISMA for abstracts e PRISMA for scoping review); Systematic review without meta-analysis, using the guide ‘Synthesis without meta-analysis’ (SWiM – checklist); Mixed methods studies, use the ‘Mixed Methods Appraisal Tool’ guide (MMAT). Regarding the CONSORT guide, registration is mandatory in a step before data collection of the study of clinical trials in one of the entities mentioned in the topic ‘Registration of clinical trials’. Systematic review studies: registration in the PROSPERO (International Prospective Register of Systematic Reviews) database is mandatory before the search for studies. For other types of reviews, it is mandatory to register in a step before searching for studies in one of the following repositories: Open Science Framework (OSF) or Figshare. Include the site name, protocol number, and protocol registration link. Manuscript formatting The text must be typed in Microsoft® Word or a compatible program on a standard A4 sheet (210X297mm), with margins of 2.5 cm on each of the four sides, Times New Roman font size 12, and line spacing of 1.5. Recorded in doc or docx format, and attached in the corresponding field of the submission form. ‘Saúde em Debate’ provides a template with the same formatting as the graphic project. The journal does not use underlining, bolding, or italics to highlight terms. Use single quotation marks to draw attention to expressions or titles of works. Examples: ‘gateway’; ‘Saúde em Debate’. Double quotation marks are used for quotations and testimonials in the body of the text. Foreign language words must be written in italics [WF1], except proper nouns, such as names of institutions, programs, software, etc. Avoid the use of capital letters in the text, except for those that are necessary. Avoid repetition of data or information in the different parts that make up the text. The journal does not accept footnotes, explanatory notes, or appendices. Clinical research must include the identification number from one of the clinical trial registries validated by the WHO and the ICMJE. In such cases, the identification number must appear at the end of the abstract and in the ‘Material and methods’ section. |
Manuscript submission format
|
Text of the manuscript Title – In Portuguese, English, and Spanish, in bold, centered, with only capital initials for proper names, with up to 15 words. Abstract – In Portuguese, English, and Spanish, with up to 200 words, in which the following are clear: the type of research, the objective, the method used (design, population, and procedures used), the main results, and the conclusions of the work. Written in an unstructured way, without employing topics (introduction, methods, results, etc.), without citations or acronyms, except for internationally recognized abbreviations. Clinical trials, analytical observational studies, and review studies must have the registration number at the end of the abstract. Keywords – In Portuguese, English, and Spanish, containing three to five keywords, separated by period, with only the first initial capital, using the primary descriptors presented in the structured vocabulary Descriptors in Health Sciences/Medical Subject Headings (DeCS/MeSH), available from: https://decs.bvsalud.org/. Introduction It should be brief and clearly define the study's problem, justify its importance, and identify the knowledge gaps. Include up-to-date references of national and international scope. Describe the hypotheses or assumptions of the study, when applicable. Cite the objective at the end of this section, with wording identical to that in the abstract. Material and methods Describe objectively and clearly, to allow the reproducibility of the research, and cite the Equator Network writing guide used, according to each type of study. Quantitative studies should include the nature/type of study, the location/field of the research, the period of data collection, the population/participants of the study, the selection criteria, the sample, the study variables, the instruments and procedures used for data collection, data treatment and analysis, and ethical considerations. Qualitative studies should use an appropriate guide and include: study design or type; framework or theoretical framework; place and period of data collection; participants; data collection instruments; data collection procedures; data analysis; and data collection. For review studies, follow the guidelines of the PRISMA guides, including: type of review, protocol and registration, eligibility criteria (search question, acronym/mnemonic used, inclusion and exclusion criteria), sources of information (databases, electronic libraries, gray literature, etc.), search strategies, selection of studies, data collection (or data extraction), critical evaluation of the studies, or synthesis, or summary of the results. For systematic reviews, it is essential to include assessments of risk of bias, measures of effect, and the certainty of the evidence. If the research involves humans or animals, the last paragraph of the section must record compliance with ethical principles, compliance with current legislation (Resolutions No. 466/2012 and No. 510/2016 of the National Health Council in the case of research with human beings), the number of the Certificate of Presentation for Ethical Appreciation (CAAE) and the approval opinion of the respective CEP. If an AI tool has been used, it must be informed in this section, ensuring the absence of plagiarism, according to the model: "During the preparation of this work, the author(s) used [NAME OF TOOL/SERVICE] for the purpose of [linguistic revision, grammatical correction and/or textual organization]. After using the tool/service, the author(s) reviewed and edited the content as needed, taking full responsibility for its content". Results They present the collected data in a clear, objective, and logical sequence, aiming to meet the research objectives. They can use texts, graphs, tables, and figures for their presentation. Discussion In qualitative research, the discussion can be presented alongside the results. The discussion highlights and interprets the research's main findings, emphasizing new and relevant aspects. Establish a dialogue with the adopted theoretical framework and with the national and international scientific literature, presenting the agreements and divergences with other research, supported by updated scientific evidence. Must use critical language and past tense. Conclusions or Final considerations It reaffirms the thesis/objective of the work, based on the new knowledge generated, without textual repetitions. It highlights the main findings and the study's contributions and limitations. It indicates the need for further research, as well as the implications of the findings for the field of health in general and collective health in particular. Do not insert references or citations in this section. |
Digital Assets

The number of figures, graphs, charts, or tables must be limited to five per text (with a maximum of two pages each), and they must be in an open/editable format. For photographs, drawings, and maps, send high-resolution (at least 300 DPI) color, black-and-white, or grayscale images. Figures, graphs, charts, and tables must be submitted in separate files, one by one, in the order they appear in the text (they must be numbered, include a title, and cite the source). In the text, only identify the place where they will be inserted, with the respective number and title. In the case of photos, the subjects cannot be identified unless they authorize, in writing, their use for scientific dissemination. The titles of figures, graphs, charts, or tables must be clear, informative, and present their content. Inform the place and year of the study. Separate terms with a comma and do not include a period in titles. |

Citations Enumerated consecutively, in Arabic numerals, superscripted, without parentheses and without mention of the authors’ names (except those that constitute a theoretical or method reference). When they are sequential, indicate the first and last number, separated by a hyphen. E.g.: Saúde em Debate1-4; when interspersed, they must be separated by a comma–E.g.: ... Saúde em Debate1,2,4. Between the numerical citation and the word that precedes it, there should be no space–E.g.: ... Saúde em Debate3-6,16,21. References ‘Saúde em Debate’ adopts references in accordance with the Vancouver Style. In the references, only the authors cited in the text should be included. DOCUMENTS TO BE ENTERED INTO THE SYSTEM AFTER ACCEPTANCE OF THE MANUSCRIPT 1) Statement of spelling and grammar review Once approved, the text undergoes standardization by the editorial team, which will forward the standardized version by e-mail to the authors so they can complete the revision and proceed with the spelling and grammatical revision, to be carried out by a specialized professional. The authors will be able to choose a reviewer from the list made available by the journal. A statement signed by the reviewer must accompany the return of the version with spelling and grammar revision. 2) Translation statement If there is interest in translating the manuscript into English, in the case of articles submitted in Portuguese or Spanish, the authors must express their interest in returning the revised manuscript in the original language. For the translation of the manuscript, the authors will receive a list of qualified professionals, indicated by the journal. A statement signed by the translator must accompany the return of the translated manuscript. 3) Proof of payment of the publication fee A publication fee of R$ 1,000 (updated in February 2026) is charged for approved manuscripts. For manuscripts approved for the interview and review sections, the value is R$ 800. After the manuscript is approved, authors will receive an email with guidance on the procedures for paying the publication fee. Proof of payment should be sent to revista@saudeemdebate.org.br with the revised manuscript.

Abbreviations and symbols Terms that generate abbreviations or acronyms must be written in full the first time they appear in the text, with the initials in capital letters, and the acronym next to it in parentheses. E.g.: Diabetes Mellitus (DM), Systemic Arterial Hypertension (SAH), Unified Health System (SUS). Then, mention the acronym. Acronyms with up to three letters are written entirely in capital letters (SUS, UN, CPF, UFF). Acronyms with four letters or more, read letter by letter, are written with all capital letters (UFRJ, IRPF, INPS). Exception: the spellings adopted by the institutions themselves must be respected, even in cases where the official spelling of the acronym alternates between upper and lower case letters (SciELO; CNPq; IRBr; MoMA; UFSCar; UnB, etc.).
Acronyms with four letters or more that are read as words are written only with the initial in capital letters (Anvisa, Capes, Embrapa, Fiocruz, Sudene, Uerj, Ufal, etc.). When citing cities, the state must be indicated. In written texts, the acronym of the state must be in parentheses. E.g.: ‘the city of Niterói (RJ) presented the best performance in the quality of life index and the social and environmental performance of the state’. Do not abbreviate city names (e.g., Belo Horizonte – BH). Although the plural of acronyms (PMs, CPIs, etc.) is admissible, ‘Saúde em Debate’ adopts their singular form. The plural can be indicated by the use of the article or the term in the plural. Military Police (PM). In the sentence: the CHA; The CPI... the Military Police of all states. Use the en dash symbol ‘–’ (Ctrl -) instead of the dash ‘—’ (Ctrl Alt -) for layout reasons. The hyphen ‘-’ is used to join words and form compound words (superhero, picture frame, etc.), as well as in other situations, such as enclisis/mesoclisis, separation of syllables, and in some words with prefixes (according to the rules of the New Orthographic Agreement of the Portuguese Language – NAOLP). Units of measurement The symbols (metric system, units, chemical elements) are invariable, do not use a plural, or are followed by a period (e.g., 5 kg, not 5 kgs. or 5 kg.). Use space between the number and the symbol: 20 s; 1 min; 10 m; 30 kg; 50 km; n = 5; 4 < 10; 7 > 3; 95% CI. Exception: Percentage symbol (10%, 30%). The symbol °C, for degrees Celsius, is preceded by a space to express the temperature: 41.5 °C, 18 °C, 23.7 °C. Do not use 41.5°C or 41.5°C. Units of measurement, abbreviations, and symbols must be presented with decimal places. Numerical values of measures other than statistics provided by the authors should preferably include one decimal place, except when greater precision is essential for interpretation. Do not use more than two decimal places for basic demographic information. E.g.: ‘Average height of the participants: 1.7 m’; ‘Weight: 68.5 kg’; ‘The room has 25 m²’; ‘The distance between the buildings is 120.5 m’. Statistics P-values can be presented with two decimal places, except for p < 0.001, which must include three decimal places. Present the significant and non-significant p-values to no more than three decimal places. Use p < 0.001 for values less than 0.001. Do not use ‘NS’ to indicate non-significant results. Confidence intervals (CI) and risk or hazard ratios (RR/HR) should be limited to two decimal places. For percentages, use up to 1 decimal place. For samples with 25 participants or fewer, prefer numbers (‘1 out of 4 cases’) rather than percentages (25%). For instruments or scales, indicate the reference range in tables (in a footnote) or figures, with reference to the source. Numbers and numerical expressions Use digits (1, 2, 3...) in most circumstances. Write in full only: numbers from zero to ten (inclusive) and the terms one hundred, thousand, million, billion, trillion and others of the same type (in the same sentence, sentence or paragraph, if there are numbers below and above 11, use only digits, e.g.: ‘the study interviewed 6 adolescents and 15 adults’); numbers at the beginning of sentences, headings or subtitles; common fractions (e.g., three-quarters, half a second); idiomatic uses or consecrated expressions; ordinals from first to ninth and also hundredth, thousandth, millionth, billionth (use others in digits: 11th, 20th, 46th, 90th); when the number is enclosed in quotation marks or in published titles. Decades and ranges: Use the 1980s, 1990s (not the 80s, 90s, 1980s, or 1990s). Confidence intervals: 95% CI, 20-30 (no need to expand). For negative values: 95% CI, -20 to -30. Production and proofs The diagrammed version (digital proof) will be sent by e-mail to the authors for final revision, who must return it by the stipulated deadline. At this stage of the editorial process, authors will have the opportunity to communicate if any corrections are still needed. Changes to the content are not permitted. Order and priority of publication Approved manuscripts are published in the following order: Editorial, Presentation, Original Article, Essay, Review, Opinion Article, Experience report, Critical review, and Interview. |
