Resumo Este artigo aborda as distintas práticas de roubo nas ruas do Rio de Janeiro, levando em conta as espacialidades, a circulação e as regulações dessas atividades operadas pela polícia e pelo tráfico de drogas. A partir de pesquisas etnográficas, descrevemos os riscos encontrados pelos ladrões que circulam pela cidade para roubar e os repertórios técnicos adotados para minimizá-los, estabelecendo uma distinção analítica a partir dos meios de locomoção utilizados: o ato de roubar de carro/moto e o ato de roubar de ônibus. Assim, refletimos sobre a territorialidade dos roubos em um contexto urbano marcado pela violência e segregação socioespacial.

Abstract Going towards the Problem: Robbery and Circulation in the City of Rio de Janeiro addresses different practices of robbery in the streets of Rio de Janeiro, accounting for the spatiality, circulation and regulations of this activity conducted by the police and local drug traffic. Based on ethnographical researches, we describe the risks faced by robbers that circulate throughout the city to rob and the technical repertoires adopted in order to minimize them, establishing an analytical distinction according to the means of transportation used: the act of robbing by car/motorcycle and the act of robbing by bus. Therefore, we consider the territoriality of robberies in an urban context of violence and socio-spatial segregation.

Resumo Este artigo explicita, à luz das noções de “adoção do papel ou da atitude do outro” de Mead e de “empatia tática”, de Bubandt e Willerslev, elementos que influenciam uma situação de assalto. Para isso, discute como a capacidade de assumir ou adotar o papel do outro ou de exercitar a “empatia tática” se apresenta, de modo distinto, em cinco etapas. Baseado em entrevistas feitas com pessoas que praticaram assaltos na cidade do Rio de Janeiro, o artigo apresenta um estudo, a partir do ponto de vista dos assaltantes, sobre técnicas de (1) adoção ou assunção do papel do outro (Mead), (2) detecção de suas vulnerabilidades (Bubandt e Willerslev) e (3) produção de “consentimento forçado”.

Abstract Adopting the Other’s Point of View: George Herbert Mead, Robbery and Tactical Empathy explicits, in light of the notions of “adoption of the role or attitude of the other” by Mead and “tactical empathy” by Bundbant and Willerslev, elements that influence a situation of a robbery. To this end, it discusses how this ability to assume or adopt the role of the other or to exercise “tactical empathy” is presented, in a distinct way, in five stages. Based on interviews with people who carried out robberies in the city of Rio de Janeiro, the paper presents a study, from the point of view of the robbers, on techniques of (1) adoption or assumption of the role of the other (Mead), (2) detection of their vulnerabilities (Bubandt and Willerslev) and (3) production of “forced consent”.

Resumo Neste texto analiso uma modalidade de roubos e furtos contra agências bancárias que tem ocorrido em todas as regiões do Brasil, cuja característica principal é a truculência das quadrilhas nas abordagens dos alvos. Devido às afrontas ao poder público, à audácia e ao tamanho das quadrilhas, essas ações criminais têm sido chamadas por jornalistas, agentes e delegados de polícia de “novo cangaço”, em alusão aos grupos de sertanejos que, na primeira metade do século XX, percorriam o Nordeste e norte de Minas Gerais, sitiando e saqueando cidades, vilas e fazendas, confrontando e abatendo forças policiais. Discutirei as características principais desses roubos e furtos, bem como a socialidade nas quadrilhas que organizam e executam estas investidas ilegais.

Abstract In Violence and Performance in the So-called “New Cangaço”: Besieged Cities, Use of Explosives and Attacks on Police in Bank Robberies in Brazil I analyze a modality of thefts and robberies against bank branches that has taken place in all regions of Brazil, which main characteristic is the truculence of the bands in the approaches of the targets. Due to the affront to public power, the audacity and the size of the gangs, these criminal actions have been called by journalists, agents and chiefs of police a “new cangaço”, alluding to the groups of sertanejos that, in the first half of the 20th century, crossed the Northeast region and the north of Minas Gerais besieging and looting cities, towns and farms, confronting and slaughtering police forces. I will discuss the main characteristics of these robberies and thefts, as well as the sociality in the gangs that organize and execute these illegal attacks.

Resumo Este artigo analisa os fatores associados ao uso da força e de armas no cometimento de roubos e como essas questões são interpretadas pelos assaltantes. Tem como fonte de dados 40 entrevistas em profundidade com autores de roubos, bem como registros oficiais de ocorrências dessa modalidade criminal em Belo Horizonte, Minas Gerais. O estudo indica que, além da personalidade, o tipo e o grau de violência empreendidos durante os assaltos estão associados ao contexto ou à forma como a vítima reage ao roubo, à maturidade do infrator na prática de roubo, ao tipo de arma que o infrator possui e ao tipo de alvo roubado.

Abstract 'Every Robber Will Play with Your Mind’: The Use of Force and of Weapons in Robberies in Belo Horizonte, Minas Gerais examines the factors associated with the use of force and weapons in the execution of robberies and how these issues are interpreted by robbers. The research method involves 40 in-depth interviews with theft authors, as well as official records of occurrences of this criminal modality in Belo Horizonte city, Brazil. The conclusion is that, in addition to personality, the type and degree of violence committed during the robberies are associated with the context or manner in which the victim react to the robbery, the offender’s maturity in the robbery, the type of weapon used and the target of the robbery.

Resumo Partindo da vivência de um assalto que se desdobrou em uma pesquisa etnográfica com jovens autores de atos infracionais, o artigo reflete sobre como a experiência da transgressão é capaz de oferecer recompensas únicas ao sujeito (Katz, 1988), sensação que se intensifica para os que estão submetidos ao processo sujeição criminal (MISSE, 2010). Refletindo sobre o aspecto vivencial desses comportamentos tidos como “violentos” (RIFIOTIS, 2006) é possível perceber que um roubo pode ser, também, uma performance criativa que envolve uma série de técnicas e improvisos. Entretanto, a continuidade desse processo de elaboração de si é capaz de se aprofundar tanto no sujeito a ponto de passar a se constituir como parte fundamental do seu ritual da vida cotidiana.

Abstract Starting from the experience of an assault that unfolded in an ethnographic research with young offenders, Living the Robbery: A Moment of Adrenaline, Delight and Performance reflects on how the experience of transgression is able to offer unique rewards to the subject (KATZ, 1988), a sensation that intensifies for those who are subjected to the criminal subjection process (MISSE, 2010). Reflecting on the experiential aspect of these behaviors considered “violent” (RIFIOTIS, 2006) it is possible to perceive that a theft can also be a creative performance that involves a series of techniques and improvisations. However, the continuity of this process of self-elaboration can deepen the subject so much that it becomes a fundamental part of his daily life ritual.

Resumo O presente artigo se propõe a analisar a intervenção federal no âmbito da segurança pública no Rio de Janeiro em 2018 a partir de uma reconstrução histórica dos projetos de segurança militarizada dentro da metáfora de guerra. Argumenta-se que a intervenção federal opera em continuidade com o paradigma repressivo que inicialmente buscou pacificar áreas não integradas à ordem constituída para o funcionamento da cidade corporativa neoliberal. Porém, inaugura um novo capítulo na gestão populista da segurança pública no Rio, aprofundando e atualizando a guerra contra os pobres favelados pela disseminação do medo.

Abstract Military Intervention and the War Against the Poor in the City of Rio de Janeiro aims to analyze the federal intervention in the field of public security in Rio de Janeiro in 2018 from a historical reconstruction of the militarized security projects within the war metaphor. It is argued that the federal intervention operates in continuity with the repressive paradigm that initially sought to pacify areas unintegrated to the order constituted for the functioning of the neoliberal corporate city. However, it opens a new chapter in the populist management of public security in Rio, deepening and updating the war against the poor slum dwellers by spreading fear.

Resumo O artigo visa examinar os discursos e elementos simbólicos mobilizados por atores inseridos no “mundo do crime” para justificar ou condenar assassinatos na Zona Leste de Belo Horizonte, área periférica da cidade. A pesquisa, baseada na análise de inquéritos policiais e entrevistas, se concentrou em investigar o modo como esses atores fazem uso de uma gramática moral como forma de justificação da legitimidade de assassinatos ou os considerar injustos, o que configura ofensa a ser reparada por meio de retaliações violentas.

Abstract On the Moral Grammar of Crime: The Mobilization of Justifications and Accusations in Homicides in Belo Horizonte East Side aims to examine the discourses and symbolic elements mobilized by actors participating in the “world of crime” to justify or condemn assassinations in poor neighborhoods of the city of Belo Horizonte, Minas Gerais. The research, based on the analysis of police inquiries and interviews, focused on investigating how these actors articulate elements of a moral grammar as a way of justifying the legitimacy of murders or denouncing a death as unjust, which is an offence to be repaired through violent retaliation.

Resumo O objetivo deste artigo é descrever as dinâmicas relacionais da arte de rua a partir de um olhar para as trajetórias de artistas memoráveis de duas cidades brasileiras, São Paulo e Fortaleza. Se há especificidades na maneira como os artistas de rua atuam nessas duas cidades, há também muitos pontos em comum, como a constituição de formas singulares de ocupação do espaço e de memórias políticas. Ao apresentar as especificidades das artes de rua e seus conflitos nas duas cidades, também se tentará situá-las no contexto político atual do país, mostrando como o Estado atua tanto para capturar como para reprimir essas intervenções.

Abstract Erasures, Noises and Tensions in the Public Space in Brazil: Where is the Brazilian Street Art? describes the relational dynamics of street art from the standpoint of memorable artists and their trajectories in two Brazilian cities, São Paulo and Fortaleza. If there are specificities in the way street artists performer in these two cities, there are also many things in common, such as the constitution of singular forms of occupation of urban space and of political memory. When presenting the specificities of street arts and their conflicts in these two Brazilian cities, we also attempt to situate them in the country’s current political context, showing how the state acts both to capture and to repress these interventions.

Resumo O artigo promove revisão bibliográfica sobre justiça juvenil no campo da sociologia no Brasil. As pesquisas são divididas em três conjuntos: as clássicas, centradas no perfil sociodemográfico dos adolescentes em conflito com a lei; um segundo grupo, que reúne, em sua maioria, estudos de teor etnográfico, reforçando o argumento da frouxa articulação; e, por fim, ratificando a ideia de justiça em linha de montagem, pesquisas sobre integração das instituições. O artigo demonstra o fortalecimento das abordagens organizacionais e a proeminência dos processos de sujeição criminal na trajetória recente da justiça juvenil no país.

Abstract The Juvenile Justice System from a Sociological Perspective: Between Loose Coupling and Assembly Line promotes a bibliographic review on juvenile justice in the sociology field in Brazil. The studies are divided into three groups: the classic ones, which focus on the socio-demographic profile of adolescents conflicting the law; a second group, composed, in its majority, of ethnographic content studies, reinforcing the argument of loose coupling; and, finally, ratifying the idea of assembly line justice, research on the integration of institutions. The article demonstrates the strengthening of organizational approaches and the prominence of criminal subjection processes in the recent trajectory of juvenile justice in the country.

Resumo Pesquisas sobre a autolegitimidade de policiais indicam que a percepção desses agentes sobre a justiça procedimental em suas instituições impacta a maneira como eles entendem seu trabalho e sua autoridade. Este estudo apresenta uma análise comparativa das respostas de policiais civis e militares na cidade de São Paulo, coletadas em um survey aplicado em 2016. Explora-se o modo como policiais de corporações distintas percebem suas instituições e os procedimentos adotados por elas. Notou-se uma tendência de convergência nas percepções de policiais civis e militares sobre suas instituições. As implicações destes resultados para a prática policial são discutidas.

Abstract Research on police self-legitimacy indicates that how these agents perceive the fairness of procedures within their institutions has an impact on how these officers understand their work and authority. So Different and So Equal: The Perceptions of Civil and Military Police Officers of São Paulo About their Institutions presents a comparative analysis of a survey with civilian and military police officers in the city of São Paulo in 2016. We seek to explore how police officers from distinct corporations perceive their institutions and the procedures adopted by them. The results show a tendency of convergence between the perceptions of the civil and military police officers about their institutions. The implications of these findings and police practice are discussed.

Resumo O presente artigo busca fazer uma reflexão sobre a relação entre mídia empresarial e representações sociais do crime e de criminosos. Seus efeitos favorecem o surgimento do medo e, com isso, respostas punitivistas por parte do Estado e o aumento da pressão sobre o trabalho policial. Analisamos um telejornal vespertino do canal RedeTV! cuja especialidade é relatar crimes do Distrito Federal e constatamos que a maior parte do conteúdo trata de crimes violentos no entorno do DF. A principal fonte das entrevistas são policiais militares; os acusados com frequência têm o mesmo perfil dos tradicionalmente punidos pelo sistema de justiça criminal: homens jovens negros.

Abstract ‘Felonious’ and ‘Vagabonds’: The Media Representation of Criminals in the DF Alerta TV Program seeks to reflect on the relationship between corporate media and social representations of crime and criminals. Its effects favor the emergence of fear and, therefore, punitive responses by the state and increased pressure on police work. We analyzed an afternoon television newscast of a Brazilian TV channel whose specialty is to report crimes that occurred in the Federal District of Brazil. We found that most of the content deals with violent crimes around the Federal District. The main source of information for the interviews are military police officers; the accused often have the same profile as those traditionally punished by the criminal justice system: young black men.

Resumo Este artigo objetiva compreender como o policiamento comunitário, que visa uma mudança nos objetivos organizacionais, promove alterações nas polícias que o adotam. Para isso, estudamos a aplicação do modelo comunitário de policiamento em um segmento voltado à prática investigativa da Polícia Civil de Minas Gerais. Utilizamos como framework de análise os conceitos estruturantes da sociologia das organizações, a partir de uma pesquisa qualitativa realizada em 2017. Os apontamentos gerados nos permitem concluir que o policiamento comunitário se configura, a instituição em análise, em um novo nome para velhas práticas.

Abstract Community Policing in the Minas Gerais Civil Police (Brazil): Notes on an Attempt at Organizational Change aims to understand how community policing, which aims at a change in organizational objectives, promotes changes in the police that decide to adopt it, by studying its application in the Civil Police of Minas Gerais, demonstrating how this community model insertion occurs. policing in a segment focused on investigative practice. Therefore, we used as framework of analysis the structuring concepts of sociology of organizations from a qualitative research conducted in 2017. The notes generated are that community policing is configured as a new name for old practices within the institution under analysis.
