Beyond an Endogenous Agenda in Education: proposals for the collective construction of a development project

In the wake of the 21st century, Brazil continues to accumulate huge inequalities and large deficits in the educational field. The causes are multiple, associated with endogenous aspects of the educational system itself, as well as with deep marks of chronic social inequalities. The aim of this paper is to outline elements that would help build an agenda for education from a developmentalist perspective. To this end, structural reforms must be carried out, so as to enhance financing, strengthen the federative pact, decommodify the provision of educational services and improve the efficiency of public management. It also requires rescuing democracy and politics, reinforcing the State's role and improving macroeconomic management oriented towards better income redistribution and consolidation of social rights.
