PRIVATE ACTORS’ INFLUENCE ON THE STRENGTHENING OF BRAZILIAN HIGHER EDUCATION PRIVATIZATION

ABSTRACT

The privatization of Brazilian higher education is based on an ideological discourse of the impossibility of State financing of the sector. As a solution, it is suggested the establishment of public-private partnerships.

The objective of this paper is to present an analysis regarding the articulation of private actors in order to direct policies that aim at strengthening the privatization of this sector. The text results from a documentary research, oriented by a critical perspective. Conclusions point out that the process of privatization of the higher education is multifaceted and interacts with a governance network that has a strong relationship with the entrepreneurs of the education, as well as with the connectivities with transnational organizations.
