Violence, democratic order and human rights in Latin America

The question of how to take account of the various forms of violence with an impact on human rights in Latin America is asked from the standpoint of non-governmental organizations. The author argues that the idea of violation of human rights should be restricted to the action of public agents. Violence inflicted by non-state agents should be viewed from a different angle.
