RESUMO O propósito do artigo, que introduz o dossiê intitulado “Transferência, difusão e circulação de políticas públicas”, é, primeiramente, apresentar um panorama sintético do campo de pesquisas sobre a difusão internacional de políticas públicas, para situar o leitor brasileiro e da América Latina, bem como de outras regiões. Na sua segunda seção, o artigo apresenta uma radiografia dos estudos brasileiros sobre a difusão de políticas.

ABSTRACT The purpose of this article, that introduces the dossier titled “Policy Transfer, Diffusion and Circulation”, is, firstly, to present a simple and synthetic map of the field of studies of international policy diffusion, in order to situate the reader from Brazil and Latin America, as well as others interested from different regions. In its second section, the article presents a survey of the state of research on policy diffusion that has been produced in Brazil.

RESUMO Ao longo dos últimos 20 anos, três tipos de literatura se desenvolveram de maneira relativamente autônoma: estudos sobre transferência, sobre aprendizado e sobre atualização do conhecimento. Este artigo procura ilustrar como cada um deles se desenvolveu em relação ao processo de produção das políticas públicas e articulá-los por meio de uma discussão acerca de como a transferência de políticas pode explicar a produção das políticas se enxergada através da lente da atualização do conhecimento.

ABSTRACT Over the past 20 years, three bodies of literature (and their numerous outgrowths) have developed relatively independently of each other: studies of transfer, studies of learning, and studies of knowledge updating. This article will seek to illustrate how each has developed in relation to policymaking and then to link them through a discussion of how policy transfer can be better used to explain policymaking if viewed through the lens of knowledge updating as it occurs during the policy cycle.

RESUMO O artigo analisa a maneira como os programas de transporte de Bogotá TransMilenio BRT e Ciclovía foram aprendidos e adotados em Guadalajara, México. O trabalho propõe que a construção e mobilização de “narrativas do progresso” simplificadas e as capacidades persuasivas dos atores que contam essas histórias, que eu denomino “profissionais persuasivos”, influenciaram amplamente o aprendizado das políticas e a sua adoção em outras cidades.

ABSTRACT This article analyzes how Bogotá’s transport programs TransMilenio BRT and Ciclovía were learned and adopted in Guadalajara, Mexico. It proposes that the construction and mobilization of simplified “narratives of progress” and the persuasive capacities of the actors that tell these stories, what I here call “persuasive practitioners”, are largely influential in driving policy learning and adoption of other cities’ policies.

RESUMO Depois de discutir os conceitos de difusão, transferência e convergência de políticas públicas, o artigo apresenta o potencial analítico do referencial da tradução de políticas, que combina três dimensões: a dimensão discursiva, a do ator e a institucional. Ao comparar a estruturação de burocracias que operam com base em evidências e fazem avaliação da qualidade e análise custo-benefício nos sistemas de saúde de três países europeus (Reino Unido, França e Alemanha), exemplificamos como este referencial pode ser operacionalizado e explicamos porque ele nos permite compreender processos de convergência divergentes.

ABSTRACT After a discussion of the concepts of policy diffusion, policy transfer and policy convergence, we put forward the analytical potential of the translation framework combining three dimensions: the discursive dimension, the actor’s dimension and the institutional dimension. With the case of the shaping of evidence-based bureaucracies using quality evaluation and cost benefit analysis in three western European healthcare systems (uk, France and Germany), we give an example of how this framework can be operationalized and explain why it enables to understand divergent convergence processes.

RESUMO Mudanças econômicas e geopolíticas recentes obrigaram os países membros da OECD-DAC a reconhecer mais claramente as atividades de cooperação dos BRICS e de outros poderes emergentes que alegam seguir uma lógica diferente daquela dos modelos de transferência coercitiva de políticas públicas associados à cooperação Norte-Sul para o desenvolvimento. Também tem havido um rápido crescimento do “aprendizado recíproco” fora do arcabouço formal da cooperação para o desenvolvimento. Este artigo explora as implicações deste processo para a difusão internacional de políticas públicas na era do desenvolvimento “universal” imaginado pela Agenda 2030 da ONU.

ABSTRACT The economic and geopolitical shifts of recent years have forced the oecd-dac member countries to offer greater recognition to the development cooperation activities of the BRICS and other rising powers, who claim to follow a different logic from the coercive policy transfer models associ ated with North-South development cooperation. At the same time, there has been rapid growth in international “mutual learning” outside the formal framework of development cooperation. This paper explores the implications of this for international policy diffusion in the age of “universal” development envisaged by the UN’s Agenda 2030.

RESUMO O Brexit e a eleição de Donald Trump são um sintoma da crise política da globalização e do neoliberalismo. O segredo do capitalismo estava nos empresários que combinavam liberalismo econômico e individualismo com nacionalismo e solidariedade nacional em torno do mercado interno. Com as empresas multinacionais, os empresários foram substituídos por rentistas, cujos rendimentos não derivam do mercado interno, mas do exterior, e a solidariedade nacional foi rompida.

ABSTRACT Brexit and the election of Donald Trump are a symptom of the political crisis of globalization and neoliberalism. The secret of capitalism was in entrepreneurs who combined economic liberalism and individualism with nationalism and national solidarity around the domestic market. With multinational corporations, entrepreneurs have been replaced by rentiers, whose incomes do not derive from the domestic market, but from abroad, and national solidarity has been broken.

RESUMO Apesar da seriedade da crise de curto prazo, o Brasil enfrenta um problema de longo prazo bem mais sério: a baixa taxa de crescimento, cujo indicador fundamental é a produtividade do trabalho (0,7% ao ano em média desde 1980). É improvável que se possa aumentar a produtividade do trabalho no Brasil apenas mediante investimento em capital humano. Todos os países latino-americanos cuja produtividade cresce a taxas superiores a 2% desde 2000 transformaram suas instituições econômicas, dando cabo do nacionalismo econômico e do capitalismo de Estado. Se fizermos o mesmo, nossa produtividade do trabalho crescerá novamente a taxas elevadas.

ABSTRACT In spite of the attention received by the short-term crisis, Brazil faces a more serious problem: long-term lack of growth, or even perspectives of growth. The crucial indicator is labor productivity, which has averaged 0.7 percent growth per year since 1980. Neither human nor physical capital is likely to improve productivity growth significantly on its own. On the other hand, the institutional mixture of state capitalism and economic nationalism that characterizes Brazil today, though functioning well up to 1980, has since shackled Brazilian productivity. If Brazil reforms its economic institutions and puts an end to state capitalism and economic nationalism, labor productivity will grow again at high rates.

RESUMO O conceito de público foi posto novamente na agenda por Jürgen Habermas e gerou inúmeras pesquisas sobre espaço público e opinião pública. Este artigo discute o conceito de arena pública e os desdobramentos que levaram à construção de uma perspectiva pragmatista em contraponto às pesquisas em ciência política sobre a mudança institucional, o aprendizado evolutivo, a inclusão na agenda e a elaboração das políticas públicas.

ABSTRACT The notion of public was placed back to the agenda by Jürgen Habermas and has generated multiple researches about public space and public opinion. In this article I discuss the concept of public arena and the creation of a pragmatic perspective that differs from researches in political science about institutional change, evolutionary learning and the development of public policies.

RESUMO O artigo parte da mudança de orientação estética do compositor César Guerra-Peixe, na virada dos anos 1940 para os anos 1950, para empreender uma discussão sobre as relações entre técnica composicional e pesquisa folclórica junto aos compositores brasileiros do período. A ideia de que a música brasileira seria marcada por “limitações” de nosso meio musical figura como catalisador da discussão.

ABSTRACT From composer César Guerra-Peixe’s change in aesthetic orientation, at the turn of the 1940s to the 1950s, the article goes on to discuss the relations between compositional technique and folkloric research among the Brazilian composers of that time. The idea that Brazilian music was marked by the “limitations” of the country’s musical milieu serves as a catalyst for the discussion.
